1. Background

Since its establishment in 2009, Together for Life Association has been engaged in identifying and protecting the rights of vulnerable groups in Albania, including women. At the center of this engagement is the information and awareness raising among women from marginalized groups, from rural areas, women facing socio-economic issues, women patients.,etc, about their rights based on the Albanian legislation, as well as raising awareness among responsible institutions and relevant professionals to guarantee the protection of these rights.

Since September 2023, Together for Life has been implementing the project “Our Community, our power” in framework of the program “Improving Community Resilience” funded by USAID and implemented by UNDP Albania, in collaboration with the Municipalities of Kurbin & Lezha.

The overall objective of the project is to support the resilience-building of vulnerable communities, including Albanian women and girls, persons with disabilities, religious and ethnic minorities, Afghan evacuees, LGBTQIA+ individuals, and women and men affected by earthquakes. This will be achieved by assisting them in improving their networking and communication abilities, promoting peer support and representation awareness, utilizing outreach techniques and group activities. Additionally, the project aims to increase the awareness and capacities of relevant institutions at the local level to provide integrated social care support services. As we all know the root causes of the vulnerability lie in a combination of the geographical context; the financial, socioeconomic, cultural, and gender; and in the lack of or restricted access to public services like health care and education, information, decision making, and justice. Through “Improving Community Resilience” program the project aims to support local vulnerable communities (Gender based violence and women domestic violence) in Kurbin, Lezha and in the remoted areas.

With the purpose of addressing and raising awareness against domestic violence (DV) and gender-based violence (GBV) in Kurbin and Lezha, based on an educational toolkit prepared within the project, are aimed to be organised a series of workshops / info sessions in Kurbin and Lezha’s high schools and info sessions with roma and egyptian in Kurbin and Lezha.

Within this project period, are foreseen to be organised 10 workshops/ info sessions with high schools and 9-year-old schools (5 in Kurbin and 5 in Lezha, in urban and remote areas) to educate pupils about the various aspects of DV and GBV, discrimination, gender inequality and social inclusion. The workshops will serve to empower them to understand, recognize, speak about and take a stand against domestic violence. This initiative will afterwards seek to enhance the empowerment of individuals, families, and communities to build resilience against GBV and DV. Pupils, after achieving the 5 days of trainings/info sessions in each school, will write different essays to view the problem from multiple perspectives which means that they will start understanding it much better. They will also understand that home abuse it is not normal, it may exist in diverse forms and that men can become its victims as well.

The project has also foreseen the conduction of two info sessions which will be provided to Roma and Egyptian Community in the respective municipalities of Lezha and Kurbin, and remoted areas. The info sessions will consist in providing general information about the issue of GBV, information regarding the two resilience Centers, Legal aid, and social services that are provided in the area. At least 20 women and girls from Roma and Egyptian Community will be trained and raised awareness about GBV, DV and human rights.

  1. Description of the assignment

TFL is seeking for an experienced Expert to conduct workshops / info sessions on GBV and DV with children and youth from high schools and 9-year-old schools in Lezha and Kurbin, and conduction of info sessions with women and girls from Roma and Egyptian community in Lezha and Kurbin (both urban and remote areas). The workshops / info sessions will be based on a toolkit elaborated within the project, that provide practical guidance, resources, and strategies to prevent, identify, and respond to GBV and DV.

The purpose of these workshops/info sessions is to educate and raise awareness among high school and 9-year-old school pupils in Lezha and Kurbin, as well as women from the Roma and Egyptian communities (in the respective municipalities and remote areas, about gender-based violence (GBV), domestic violence (DV), discrimination, and social inclusion. The goal is to empower participants with the knowledge and skills necessary to identify, speak out against these issues, take initiatives to combat GBV and DV, and foster a sense of social inclusion. This initiative is part of the broader initiative aimed at enhancing community resilience by addressing and preventing GBV and DV.

More details on the assignment:

  • To conduct 10 workshops/info sessions in high schools and 9-year-old schools in Lezha and Kurbin over a specified timeframe.
  • To provide two info sessions to women from Roma and Egyptian communities in the respective municipalities and remote areas of Lezha and Kurbin.
  • To prepare a material for the workshops / info session outlining the content and activities, over topics such as GBV, DV, discrimination, social inclusion, initiatives against GBV and DV, gender inequality, and the various forms of abuse in the home setting.
  • To foster a safe and inclusive environment for open discussions and sharing of experiences.
  • To facilitate discussions to gather insights and engage participants in practical educational activities and exercises that encourage active participation, critical thinking and understanding of these issues.
  • To guide pupils in writing essays that explore the problems from multiple perspectives.
  1. Deliverables

The expected deliverables from the expert, are as below listed:

  • Develop a PowerPoint presentation to be presented during the workshops / info session over topics such as GBV, DV, discrimination, social inclusion, initiatives against GBV and DV, gender inequality, and the various forms of abuse in the home setting based on a comprehensive toolkit priorly elaborated by the contracted expert within the project.
  • Conduct 10 workshops/info sessions in high schools, ensuring active participation and engagement.
  • Deliver two info sessions to the Roma and Egyptian communities, providing information about GBV, DV, human rights, and available support services.
  • Evaluate the effectiveness of the workshops / info sessions through pre- and post-test assessments.
  • Upon completion, prepare a final report for each of the activities (one report for the 10 workshops with pupils and one report for the two info sessions with Roma and Egyptian).
  1. Qualifications and Expertise:
  • Proven experience in conducting workshops/info sessions on gender-related issues and human rights, GBV, DV, discrimination, and social inclusion.
  • Strong facilitation and communication skills, particularly in engaging with diverse communities.
  • Ability to create a safe and supportive learning environment.
  • Previous experience working with youth and marginalized communities.
  • Must respects the Standards & Policy for the Protection of Children and Young People.
  1. Methodology

During the preparation phase for the workshop/info sessions, the contracted expert shall:

  • Be consulted closely with the contracting authority.
  • Hold meetings with responsible person/s in contracting authority;
  • The communication between the contracted expert and TFL should be delivered via email (info@togetherforlife.org.al) or face to face meetings / mobile for specific issues.
  1. Roles and responsibilities

Key responsibilities of the contracted expert are:

  • Close collaboration with the staff engaged in the project from the contracting authority.
  • Meet the agreed deadlines and expected quality standards.

  • Inform the contracted expert duly on any potential changes and deviations from the initial plan.
  • Hold the contracted expert accountable to the agreed terms.
  1. Duration

The expected service will include 12 working days and begins on the day the contract is signed, but always no later than February 29, 2024 and will last until May 31, 2024.
