- Background
Since its establishment in 2009, Together for Life Association has been engaged in identifying and protecting the rights of vulnerable groups in Albania, including women. At the center of this engagement is the information and awareness raising among women from marginalized groups, from rural areas, women facing socio-economic issues, women patients.,etc, about their rights based on the Albanian legislation, as well as raising awareness among responsible institutions and relevant professionals to guarantee the protection of these rights.
Since September 2023, Together for Life has been implementing the project “Our Community, our power” in framework of the program “Improving Community Resilience” funded by USAID and implemented by UNDP Albania, in collaboration with the Municipalities of Kurbin & Lezha.
The overall objective of the project is to support the resilience-building of vulnerable communities, including Albanian women and girls, persons with disabilities, religious and ethnic minorities, Afghan evacuees, LGBTQIA+ individuals, and women and men affected by earthquakes. This will be achieved by assisting them in improving their networking and communication abilities, promoting peer support and representation awareness, utilizing outreach techniques and group activities. Additionally, the project aims to increase the awareness and capacities of relevant institutions at the local level to provide integrated social care support services. As we all know the root causes of the vulnerability lie in a combination of the geographical context; the financial, socioeconomic, cultural, and gender; and in the lack of or restricted access to public services like health care and education, information, decision making, and justice. Through “Improving Community Resilience” program the project aims to support local vulnerable communities (Gender based violence and women domestic violence) in Kurbin, Lezha and in the remoted areas.
With the purpose of addressing and raising awareness against domestic violence (DV) and gender-based violence (GBV), the project aims to develop a three-day training with journalists in Lezha for reporting and adocating for the inclusion of vulnerable communities. A comprehensive training manual will be prepared and will serve to raise 12 journalists capacities to understand, recognize, and take a stand against domestic violence by skilling them on advocay and reporting techniques. The aimed output will be the empowerment of individuals, families, and communities for building resilience against GBV and DV and inclusion of vulnerable communities in decision-making processes at the local level.
- Description of the assignment
TFL is seeking for an experienced Expert to develop a 3-day training with 12 local journalists based on a comprehensive training manual on Gender-Based Violence and Domestic Violence which provides practical guidance, resources, and strategies to identify, report and respond to GBV and DV. A three day training will be offered and provided to Local Journalist to increase their capacities on reporting and on advocacy issues related to inclusion of vulnerable communities in decision making processes at local level, awareness raising related to social inclusion, gender based and domestic violence, service provision. At least 12 local journalists will be trained. Some of the topics and techniques that are aimed to disseminated during the training, will be:
- Understanding GBV and DV and reporting on child and women protection mechanisms.
- Addressing gender-based and domestic violence in different forms of media reporting.
- Coverage of service provision related to vulnerable communities.
- Reporting on discrimination and violence issues using ethics and gender perspective.
- Advocacy skills and strategies for promoting the inclusion of vulnerable communities and impacting on raising awareness.
- Providing practical sessions, case studies, and role plays.
More details on the assignment:
- To prepare a comprehensive and practical training manual for journalists on GBV and DV.
- To provide a three-day training over a specified timeframe with local journalists in Lezha.
- To prepare a material for the training, outlining the content, over topics such as GBV, DV, discrimination, social inclusion, initiatives against GBV and DV, gender inequality, and the various techniques of reporting and advocacy to tackle and report violence.
- To foster a safe and inclusive environment for open discussions and sharing of experiences.
- To facilitate discussions to gather insights and engage journalists in practical exercizes that encourage active participation, critical thinking and understanding of these issues.
- To include practical exercises, role plays and case studies to reinforce learning.
- Deliverables
The expected deliverables from the expert, are as below listed:
- To prepare a comprehensive and practical training manual for journalists on GBV and DV that include topics on: understanding of domestic violence, definition and forms, global and local statistics, how does GBV and DV affect vulnerable communities, which are the local laws and regulations in place related, which is the role of journalists in promoting awareness and impacting social change, ethical reporting techniques, fact checking and verification methods, successful advocacy strategies in promoting human rights and inclusion of vulnerable communities, resilience building strategies and community engagement, developing effective media campaigns against GBV and DV in building resilience and inclusion into decision making.
- Develop a powerpoint presentation to be presented during the three-day training based on the above mentioned topics.
- Conduct a three-day training with 12 local journalists in Lezha, ensuring active participation and engagement.
- Evaluate the effectiveness of the training through pre- and post-test and evaluation questionnaire assessments to measure the training impact.
- Upon completion, prepare a comprehensive report detailing the training sessions, participant engagement, challenges faced, and recommendations for future training initiatives or other relevant reccomendations.
- Qualifications and Expertise:
- Proven experience in conducting trainings, info sessions and/or journalistic articles on gender-related issues and/or human rights, GBV, DV, discrimination, social inclusion and advocacy.
- Strong facilitation and communication skills.
- Ability to create a diverse and supportive learning environment that cater various perspectives.
- Methodology
During the preparation phase for the training, the contracted expert shall:
- Be consulted closely with the contracting authority.
- Hold meetings with responsible person/s in contracting authority;
- The communication between the contracted expert and TFL should be delivered via email (info@togetherforlife.org.al) or face to face meetings / mobile for specific issues.
- Roles and responsibilities
Key responsibilities of the contracted expert are:
- Close collaboration with the staff engaged in the project from the contracting authority.
- Meet the agreed deadlines and expected quality standards.

- Provide necessary support to the contracted expert.
- Inform the the contracted expert duly on any potential changes and deviations from the initial plan.
- Hold the contracted expert accountable to the agreed terms.
- Duration
The expected service will include 10 working days and begins on the day the contract is signed, but always no later than March 18th, 2024 and will last until April 19th, 2024.

The applicants will be evaluated based on conformity with the requirements of this Terms of reference. A technical and financial evaluation will be performed by the evaluation committee on the technical and financial admissibility of the applicants.

The contracting authority will inform winner applicant individually, on the award decision.
