1. Background

Since its establishment in 2009, Together for Life Association has been engaged in identifying and protecting the rights of vulnerable groups in Albania, including women, youth, eldery, patients, families facing socio-economic issues, etc about their rights based on the Albanian legislation, as well as advocating and raising awareness among responsible institutions and relevant professionals to guarantee the protection of these rights.

Since September 2023, Together for Life has been implementing the project “Local Engagement For Local Solutions to Promote Community Participation in Vau i Dejes”, with the financial support of the Small Grants Program of the Commission for Democracy of the US Embassy in Tirana. The overall objective of the project is to increase the communication between Vau i Dejes municipality council and community members to back community needs requests for good governance. This will be achieved through various initiatives and communication channels that encourage active participation, information sharing, and open dialogue between the local government and the community.

The project will begin with a comprehensive needs assessment to identify the community’s key priorities and challenges in terms of good governance. By understanding these specific needs, the project aims to design targeted strategies that address the most pressing concerns of the residents. To facilitate community engagement and participation in Vau i Dejes decision-making processes, the project will organize regular municipality council meetings, public forums, and other community engagements. These platforms will offer opportunities for community members to voice their opinions, share insights, and actively contribute to the decision-making process.

Moreover, the project aims to introduce local initiatives to the government’s working agenda, providing a dedicated platform for these initiatives to be heard and considered during decision-making processes. To achieve this goal, the establishment of citizen advisory committees is envisaged. These committees will be responsible for providing ongoing feedback and input on specific issues or proposals that are upheld by the municipality council’s working agenda.

  1. Description of the assignment

TFL is seeking for a Local Coordinator in Vau i Dejes who in overall terms will be responsible for coordinating and following the implementation of assigned project activities, in cooperation and under the direction of the Project Manager of the project.

More details on the assignment:

  • Become the local contact point and communicate appropriately with project beneficiaries and local partners. Maintain the communication with the local authorities in Vau i Dejes.
  • To collaborate with the Project Manager for the effective organisation of the specific project activities according to the foreseen working plan.
  • Gather all the local actors and interest groups to participate in 9 meetings, public forums and other community engagements in Vau i Dejes, for community members to voice their opinions, share insights, and actively contribute to the decision-making process.
  • Inviting members of the Municipality Council and Members of the Parliament elected by Vau i Dejes citizens, to engage in discussions with the target groups.
  • Maintain a continuous and close communication with TFL staff regarding the implementation of the meetings.
  • Monitors and follows the progress of the foreseen activities, in cooperation with the project staff, addressing in time any problems that may arise during their implementation.
  • Prepares short reports on the meetings.
  1. Qualifications and Expertise:
  • University degree in Social Sciences, Law or other related fields.
  • Preferable to have previous experience in collaborating with civil society organizations or local state institutions or other relevant entities.
  • Availability to work in field in the project implementation area, be flexible and manage unforeseen situations to ensure the effectivity of the implementation of the working plan in due time (when needed, to work independently).
  • Excellent communication and collaboration skills.
  • Very good coordination and organisative skills.
  • Very good problem-solving abilities.
  • Preferable to have good reporting skills.
  1. Roles and responsibilities

Key responsibilities of the contracted Local Coordinator are:

  • Close collaboration with the staff engaged in the project and especially the Project Manager, to ensure that the activities carried out and initiatives undertaken within the project life, align with the project’s goals and objectives.
  • Meet the agreed deadlines and expected quality standards, based on the above mentioned assignments.

Key responsibilities of the contracting authority are:

  • Provide necessary support to the contracted Local Coordinator.
  • Inform the contracted Local Coordinator duly on any potential changes and deviations from the initial plan of the project implementation.
  • Hold the contracted Local Coordinator accountable to the agreed terms.
  1. Duration

The Local Coordinator’s service will be provided within the project will be for 10 months (according to the above-mentioned assignments), and begins on the day the contract is signed, but always no later than November 1, 2023 and will last until August 31, 2024.

The detailed financial proposal includes the total financial expected implications to carry out the required assignment for the overall period of 10 months and the financial proposal including a total for each month (the costs must also include fees such as travel costs and per-diem), in Dollars ($).

  1. Deadline for submission of the applications

The deadline for submitting the applications is October 25, 2023.

  1. Evaluation of applicants

The applicants will be evaluated based on conformity with the requirements of this Terms of reference. A technical and financial evaluation will be performed by the evaluation committee on the technical and financial admissibility of the applicants.

  1. Notification of award

The contracting authority will inform the winner applicant individually, on the award decision.
