PROJECT OBJECTIVE
To promote accountability and transparency in Albania’s health sector through the systematic monitoring of public spending and public procurement procedures, the identification and exposure of corrupt practices, the strengthening of investigative journalism and civil society oversight, and the promotion of dialogue and advocacy with public institutions. The project aims to enhance institutional transparency, increase the accountability of public authorities, and empower citizens to actively monitor and demand greater accountability in the management of public resources in the health sector.
Activities
- Monitor and analyze public spending and public procurement procedures in Albania’s health sector during 2026 and 2027.
- Prepare and publish two annual reports on the health sector budget, focusing on spending patterns, allocation of public funds, and compliance with public procurement procedures.
- Produce a monitoring report on the regulation and oversight of public procurement and procurement practices in the pharmaceutical sector.
- Develop a comparative analysis of the Public-Private Partnership (PPP) model and the state-owned enterprise model for the provision of hospital sterilization services.
- Organize four regional information meetings on the right to information and institutional transparency in cooperation with the Office of the Commissioner for the Right to Information and Personal Data Protection.
- Collaborate with BIRN Albania to produce four investigative reports on corruption and mismanagement in the health sector and provide support to investigative journalists throughout the process.
- Maintain and regularly update the Transparency.com.al platform, including its online corruption reporting mechanism, and publish reports, analyses, and investigative articles.
- Organize a public hearing with the Parliamentary Committee on Labour, Social Affairs and Health to present the project’s findings and policy recommendations.
- Hold at least two consultative roundtables with the Ministry of Health and Social Welfare to advocate for the implementation of the project’s recommendations and improvements in the health sector budget.
- Organize at least four roundtable discussions with key institutions, including the Office of the Commissioner for the Right to Information, the Prime Minister’s Office, the Supreme State Audit, and other relevant institutions, to present the project’s findings.
- Strengthen the network of civil society organizations engaged in monitoring transparency and accountability in public spending within the health sector.
- Prepare and disseminate six press releases per year to raise public awareness of transparency, accountability, and anti-corruption issues in Albania’s health sector.
