📊 Shoqata Together for Life (TFL) mori pjesë në konferencën “Drejt një shpenzimi publik më efektiv: Reforma të harmonizuara me standardet e BE-së në menaxhimin e investimeve publike dhe rishikimin e shpenzimeve publike”, organizuar nga Ministria e Financave në bashkëpunim me Delegacionin e Bashkimit Europian në Shqipëri, në kuadër të projektit “EU for Good Governance”.
Përfaqësues të Delegacionit të Bashkimit Europian në Shqipëri, Kuvendit të Shqipërisë, Ministrisë së Financave, Ministrisë së Shëndetësisë dhe Mbrojtjes Sociale, si edhe ekspertë vendas dhe ndërkombëtarë diskutuan mbi reformat në menaxhimin e financave publike, investimet publike dhe rëndësinë e rishikimeve të shpenzimeve publike për rritjen e efikasitetit, transparencës dhe orientimit të politikave publike drejt rezultateve konkrete për qytetarët.
E ftuar si një nga folëset e panelit me temë “Nga shpenzimet drejt rezultateve: si mund të ndihmojnë rishikimet e shpenzimeve publike”, menaxherja e projekteve në TFL, Alma Lahe, nënvizoi se shoqëria civile luan një rol kyç në lidhjen mes analizës së buxhetit publik dhe ndikimit real që ai ka në jetën e qytetarëve, duke kontribuar në garantimin e shërbimeve më cilësore, të qëndrueshme, të aksesueshme dhe më të përballueshme për çdo qytetar.
Në fjalën e saj, znj. Lahe ngriti shqetësimin se raportet e monitorimit të shpenzimeve publike në sektorin e shëndetësisë vijojnë të evidentojnë një lidhje të dobët mes politikave publike dhe buxheteve të dedikuara për zbatimin e tyre. Si shembull konkret u soll Shërbimi i Kujdesit Shëndetësor në Banesë, një shërbim i ri i dedikuar pacientëve që nuk mund të aksesojnë qendrat shëndetësore për shkak të humbjes së aftësisë për të lëvizur, i cili tashmë është shtrirë në 356 qendra shëndetësore në të gjithë vendin dhe aktualisht i vjen në ndihmë rreth 5,000 pacientëve.
“Zgjerimi i një shërbimi të tillë jetik duhet të ishte shoqëruar me rritje të dedikuar dhe të qëndrueshme të financimit për kujdesin shëndetësor parësor, por fatkeqësisht ka ndodhur e kundërta”, u shpreh znj. Lahe.
Në këtë kuadër, TFL shprehu gatishmërinë për të kontribuar që në fazat e hershme të analizimit të Projekt-Buxhetit Afatmesëm, duke qenë pjesë aktive e proceseve të rishikimit të shpenzimeve publike, me synim hartimin e buxheteve publike më efikase, transparente dhe të orientuara drejt nevojave reale të qytetarëve.

Together for Life (TFL) participated in the conference “Towards More Effective Public Spending: EU-Aligned Reforms in Public Investment Management and Spending Reviews”, organized by the Ministry of Finance in cooperation with the Delegation of the European Union to Albania, within the framework of the “EU for Good Governance” project.
Representatives of the Delegation of the European Union to Albania, the Parliament of Albania, the Ministry of Finance, the Ministry of Health and Social Protection, as well as national and international experts, discussed reforms in public financial management, public investments, and the importance of spending reviews in increasing efficiency, transparency, and ensuring that public policies are more results-oriented for citizens.
Invited as one of the speakers in the panel “From Spending to Results: How Spending Reviews Can Help”, TFL Project Manager Alma Lahe emphasized that civil society plays a key role in linking public budget analysis with its real impact on citizens’ lives, contributing to the provision of higher-quality, sustainable, accessible, and more affordable services for all citizens.
In her remarks, Ms. Lahe raised concerns that public expenditure monitoring reports in the healthcare sector continue to reveal a weak connection between public policies and the budgets allocated for their implementation. As a concrete example, she referred to the Home-Based Health Care Service, a new service dedicated to patients who are unable to access health centers due to loss of mobility, which has now been expanded to all 356 health centers across the country and currently supports around 5,000 patients.
“The expansion of such a vital service should have been accompanied by dedicated and sustainable increases in primary healthcare funding, but unfortunately, the opposite has happened,” stated Ms. Lahe.
In this context, TFL expressed its readiness to contribute from the early stages of the Medium-Term Budget Programme analysis by actively engaging in spending review processes, with the aim of supporting the development of more efficient, transparent, and citizen-oriented public budgets.
