Kuadri nd\u00ebrkomb\u00ebtar, p\u00ebrfshi direktivat e Bashkimit Europian, e vendos Shqip\u00ebrin\u00eb p\u00ebrball\u00eb detyrimit p\u00ebr t\u00eb hartuar dhe zbatuar politika efektive, p\u00ebr t\u00eb garantuar buxhetim t\u00eb p\u00ebrgjigjsh\u00ebm gjinor dhe p\u00ebr t\u00eb zhvilluar mekanizma t\u00eb q\u00ebndruesh\u00ebm monitorimi dhe vler\u00ebsimi t\u00eb ndikimit t\u00eb k\u00ebtyre politikave. Ky proces k\u00ebrkon n\u00eb m\u00ebnyr\u00eb t\u00eb drejtp\u00ebrdrejt\u00eb p\u00ebrmir\u00ebsimin e t\u00eb drejtave, mund\u00ebsive dhe aksesit t\u00eb grave n\u00eb t\u00eb gjitha fushat e jet\u00ebs ekonomike, sociale dhe politike. Vitet e fundit, kuadri ligjor dhe strategjik komb\u00ebtar ka p\u00ebsuar p\u00ebrmir\u00ebsime t\u00eb ndjeshme, duke parashikuar instrumente konkrete p\u00ebr garantimin dhe promovimin e barazis\u00eb gjinore, q\u00eb nga legjislacioni p\u00ebr barazin\u00eb gjinore e deri te strategjit\u00eb sektoriale n\u00eb fushat e pun\u00ebsimit, bujq\u00ebsis\u00eb, sip\u00ebrmarrjes, mbrojtjes sociale dhe sh\u00ebrbimeve t\u00eb kujdesit. N\u00eb k\u00ebt\u00eb kontekst, buxhetimi i p\u00ebrgjegjsh\u00ebm gjinor p\u00ebrb\u00ebn nj\u00eb nga mekanizmat kryesor\u00eb p\u00ebr p\u00ebrkthimin e angazhimeve ligjore dhe strategjike n\u00eb masa konkrete financiare, duke siguruar q\u00eb politikat publike t\u00eb adresojn\u00eb n\u00eb m\u00ebnyr\u00eb efektive nevojat dhe pabarazit\u00eb gjinore.<\/p>\n<p><strong><em>Buxhetimi gjinor p\u00ebr vitin 2026 <\/em><\/strong><\/p>\n<p>N\u00eb buxhetin e shtetit p\u00ebr vitin 2026, Qeveria shqiptare angazhohet se do t\u00eb vijoj\u00eb zbatimin e politikave p\u00ebr adresimin e problematikave me baz\u00eb gjinore n\u00eb sektor\u00eb t\u00eb ndrysh\u00ebm t\u00eb politikave publike. N\u00eb relacionin shoq\u00ebrues t\u00eb buxhetit theksohet se gjat\u00eb hartimit t\u00eb tij \u00ebsht\u00eb treguar v\u00ebmendje e posa\u00e7me ndaj p\u00ebrmbushjes s\u00eb objektivave afatmesme t\u00eb p\u00ebrcaktuara n\u00eb Strategjin\u00eb Komb\u00ebtare t\u00eb Barazis\u00eb Gjinore 2021\u20132030.<\/p>\n<p>Trendi i parashikimeve buxhetore q\u00eb adresojn\u00eb \u00e7\u00ebshtje t\u00eb ndjeshme gjinore, sipas relacionit t\u00eb p\u00ebrgatitur nga Ministria e Ekonomis\u00eb p\u00ebr Projekt-Buxhetin e viti 2026, \u201cka nj\u00eb rritje kryesisht t\u00eb reflektuar n\u00eb programe buxhetore p\u00ebr t\u00eb gjith\u00eb sektor\u00ebt n\u00eb nivel qendror n\u00eb: mbrojtje sociale, arsim, sh\u00ebndet\u00ebsi, rend publik, bujq\u00ebsi, drejt\u00ebsi, etj. Buxhetimi i p\u00ebrgjigjsh\u00ebm gjinor \u00ebsht\u00eb p\u00ebrfshir\u00eb n\u00eb 85 programe buxhetore, nga 131 programe buxhetore gjithsej. Nj\u00ebmb\u00ebdhjet\u00eb ministri linje dhe tridhjet\u00eb e nj\u00eb institucione qendrore kan\u00eb integruar buxhetimin e p\u00ebrgjigjsh\u00ebm gjinor (BPGJ) n\u00eb t\u00eb pakt\u00ebn nj\u00eb program buxhetor. Totali i buxhetit gjinor t\u00eb parashikuar p\u00ebr vitin 2026 \u00ebsht\u00eb 84,090,082,844 lek\u00eb, q\u00eb p\u00ebrb\u00ebn 9.5% t\u00eb buxhetit total komb\u00ebtar, n\u00eb t\u00eb nj\u00ebtin nivel q\u00eb ishte parashikuar edhe p\u00ebr vitin 2025. I detajuar ky buxhet shp\u00ebrndahet n\u00eb pes\u00eb shtyllat kryesore si m\u00eb posht\u00eb:<\/p>\n<ul>\n<li><em>Arsimi <\/em>(45%) dhe <em>Ekonomia, Kultura dhe Inovacioni <\/em>(45%) jan\u00eb sektor\u00ebt me p\u00ebrfshirjen m\u00eb t\u00eb madhe gjinore, duke reflektuar investime t\u00eb drejtp\u00ebrdrejta n\u00eb fuqizimin ekonomik dhe profesional t\u00eb grave;<\/li>\n<li><em>Mbrojtja Sociale<\/em> (23%) z\u00eb nj\u00eb pjes\u00eb t\u00eb konsiderueshme t\u00eb fondeve gjinore, duke p\u00ebrfshir\u00eb programet e pensioneve, ndihm\u00ebs ekonomike dhe mb\u00ebshtetjes s\u00eb familjeve t\u00eb drejtuara nga gra;<\/li>\n<li><em>Sh\u00ebndet\u00ebsia<\/em> (30%) mbetet nj\u00eb tjet\u00ebr fush\u00eb prioritare, me fonde t\u00eb dedikuara p\u00ebr kujdesin par\u00ebsor dhe programet sh\u00ebndet\u00ebsore p\u00ebr n\u00ebnat;<\/li>\n<li><em>Politika e Brendshme<\/em> (8.8%) dhe <em>Mbrojtja<\/em> (3.8%) p\u00ebrfshijn\u00eb fonde p\u00ebr forcimin e p\u00ebrfaq\u00ebsimit t\u00eb grave n\u00eb strukturat e siguris\u00eb dhe p\u00ebr mbrojtjen e viktimave t\u00eb dhun\u00ebs;<\/li>\n<li><em>Bujq\u00ebsia<\/em> (6.5%) p\u00ebrqendrohet n\u00eb rritjen e pjes\u00ebmarrjes s\u00eb grave n\u00eb sh\u00ebrbimet k\u00ebshilluese dhe skemat mb\u00ebshtet\u00ebse.<\/li>\n<\/ul>\n<p><strong><em>Nga parashikimet buxhetore tek nevoja p\u00ebr zbatim sistematik dhe matje t\u00eb ndikimit t\u00eb politikave publike<\/em><\/strong><\/p>\n<p>Pavar\u00ebsisht optimizmit t\u00eb reflektuar n\u00eb parashikimet e Buxhetit t\u00eb vitit 2026, p\u00ebrvoja e viteve t\u00eb fundit tregon se buxhetimi i p\u00ebrgjegjsh\u00ebm gjinor n\u00eb Shqip\u00ebri vazhdon t\u00eb mbetet kryesisht nj\u00eb praktik\u00eb formale. <strong>Gjetjet e Raportit \u201cFuqizimi ekonomik dhe social i grave n\u00eb Shqip\u00ebri \u2013 Analiz\u00eb e efikasitetit t\u00eb politikave dhe fondeve publike\u201d<\/strong><strong>,<\/strong> i realizuar nga shoqata <em>Together for Life (TFL)<\/em> gjat\u00eb vitit, evidentojn\u00eb se mungesa e zbatimit sistematik, e indikator\u00ebve t\u00eb matsh\u00ebm dhe e mekanizmave t\u00eb q\u00ebndruesh\u00ebm t\u00eb monitorimit dhe vler\u00ebsimit kufizon ndjesh\u00ebm ndikimin real t\u00eb politikave publike mbi reduktimin e pabarazive gjinore. Raporti &#8211; i pari dhe i vetmi i k\u00ebtij lloji n\u00eb Shqip\u00ebri \u2013 argumenton se objektivat gjinore shpesh nuk shoq\u00ebrohen me analiza t\u00eb qarta t\u00eb ndikimit gjinor apo raporte periodike mbi rezultatet e arritura, duke e l\u00ebn\u00eb barazin\u00eb gjinore si nj\u00eb objektiv kryesisht deklarativ.<\/p>\n<p>Bazuar n\u00eb rekomandimet e raportit, gjat\u00eb vitit 2026 dhe m\u00eb tej, institucionet p\u00ebrgjegj\u00ebse pritet t\u00eb trajtojn\u00eb buxhetimin e p\u00ebrgjegjsh\u00ebm gjinor si nj\u00eb instrument funksional t\u00eb politik\u00ebb\u00ebrjes dhe jo vet\u00ebm si nj\u00eb k\u00ebrkes\u00eb procedurale. Kjo n\u00ebnkupton integrimin e analiz\u00ebs gjinore n\u00eb t\u00eb gjitha fazat e ciklit buxhetor, p\u00ebrcaktimin e objektivave t\u00eb matsh\u00ebm dhe indikator\u00ebve t\u00eb performanc\u00ebs, si dhe forcimin e mekanizmave t\u00eb monitorimit dhe vler\u00ebsimit me pjes\u00ebmarrjen e institucioneve dhe shoq\u00ebris\u00eb civile.
