High-Level Corruption in Albania\u2019s Healthcare: 10 Years of Media and Audit Reports<\/strong><\/p>\n The years 2015 and 2022 stand out as periods with a high number of reports and allegations of corruption and misuse of public funds at the highest levels of the healthcare sector. These findings, primarily identified by investigative media and independent auditing institutions, particularly the State Supreme Audit Institution, are documented in the report \u201cReporting of High-Level Corruption Cases in the Healthcare Sector (2014\u20132024), published by Together for Life.<\/p>\n The report presents a comprehensive analysis of high-level corruption cases in Albania\u2019s healthcare system during the 2014\u20132024 period. As the first study of its kind in the country, it offers a detailed account of corrupt practices at the highest levels of public health administration, their impact on the healthcare system and citizens’ lives, and the institutional challenges in addressing this phenomenon.<\/p>\n The report analyzes 9 high-level corruption cases identified through audit reports from the State Supreme Audit, or investigative media articles-including the tender for cancer treatment drugs, the Mother Teresa University Hospital Center (MTUHC) private security tender, the orthopedic implants tender, the Check-Up concession, the medical laboratory concession, the COVID-19 ventilator procurement, and the sterilization and dialysis concessions- as well as the cases of expired medication and fictitious prescriptions involving the Compulsory Health Care Insurance Fund. These cases point to a recurring and widespread pattern of abuse of public funds within the healthcare sector.<\/p>\n According to the report, the consequences of high-level corruption, particularly in the healthcare system are not merely financial losses; they directly undermine the quality of healthcare services, disproportionately harm marginalized groups, and significantly erode public trust in institutions. The report\u2019s findings and recommendations were presented at a roundtable discussion with the participation of representatives from auditing institutions, investigative media, patient associations, and sector experts.<\/p>\n Mr. Aulent Guri, Director of the Performance Audit Department at the State Supreme Audit Institution in Albania, referred several findings from performance and compliance audits, which revealed irregularities in the implementation of healthcare-related concession contracts. He noted that the repetition of the same recommendations in periodic audit reports indicates a lack of institutional will from audited entities to reflect on and improve the situation.<\/p>\n Ms. Aleksandra Bogdani, a representative of the investigative media outlet BIRN Albania, emphasized during her speech: \u201cThe lack of transparency and accountability is fundamental. There are very few free voices to support journalists. We all know that the healthcare system is severely under-investigated, despite the vast problems it faces. Unfortunately, it is one of the sectors where no doctor is willing to speak publicly anymore, no nurse dares to raise their voice, and no hospital responds to basic data requests that should already be online.\u201d<\/p>\n Likewise, Ms. Nevila Gjata, a journalist from Faktoje.al, highlighted: \u201cCorruption has become normalized, even among patients themselves. We have observed this through our articles. There is a lack of public awareness and a sense of fear not just among doctors to speak up, but among patients too. This culture of bribery as a solution to everything leads to broader problems. When patients become aware, so too does the hospital director, the physician they face, and the Ministry of Health. [\u2026] The media also faces challenges, it\u2019s not perfect by any means. Financial constraints and political pressure are also part of the problem.\u201d<\/p>\n At the conclusion of the report, the organization Together for Life called for robust measures against corruption in the healthcare sector.
