  1. Background <\/strong><\/li>\n<\/ol>\n

    Since its creation in 2009, Together for Life Association has been engaged in recognizing and protecting the rights of vulnerable groups in Albania, particularly patients. At the center of this engagement is informing and raising awareness among patients about their rights based on the Albanian Patient Rights Charter and Albanian legislation, as well as raising awareness among responsible institutions and professionals in the field, including doctors and nurses, to guarantee these rights.<\/p>\n

    In 2019, the Ministry of Health announced a change in the assessment scheme for persons with disabilities. This scheme was first piloted in the Tirana region and is now being implemented throughout the country. The aim of this new scheme, according to the Ministry of Health, is to prevent abuse and ensure transparency of the scheme. The new system guarantees the right to exhaust all levels of appeal for citizens who claim that a right has been violated or denied.<\/p>\n

    The new disability assessment provides for the assessment of the condition of the person with a disability, according to the degree of severity, so that the person in the most serious condition benefits more from state disability payment. The scheme has been in place for four years, but responsible structures still have difficulties in understanding and implementing it. Beneficiaries, persons with disabilities, and their families remain uninformed. The situation is even more difficult for returnees who have difficulties integrating into healthcare services and benefiting from this scheme.<\/p>\n

    Since February 2021, Together for Life has been implementing the project ‘Reintegration of the Returnees by increasing access to health care and improving their health’, supported by GIZ, which aims to support the reintegration of returnees into the healthcare system. The project’s specific objective is to facilitate the reintegration process of returnees by improving their access to basic health and mental health care and the social status of their families, with a focus on vulnerable groups (chronic patients).<\/p>\n

    Throughout the project TFL has noticed that most returnees with disabilities and\/or their families do not have accessible information about the new scheme and are often excluded from the benefit scheme because they have not followed the necessary procedures to apply. As part of an intensive campaign, TFL will produce and distribute an informative guide with leaflets and videos shared with the groups of interest. Therefore, TFL has aims to use communication channels to inform the returnee\/patient beneficiaries, the wider public, stakeholders and other target-groups in a wider range, by disseminating practical informative videos regarding the changes on the new bio-psycho-social model and a guide related to the basic steps on how to apply and benefit from the new disability scheme. In addition, another video is planned to be designed to enable the dissemination of information on the main findings, achievements, services, provided within the program and recommendations achieved throughout the two-year implementation project. Good practices of the project will be shared widely with key stakeholders.<\/p>\n

    1. Description of the assignment <\/strong><\/li>\n<\/ol>\n

      To provide videographic services, to design informative and creative professional videos to ensure that the stakeholders and the general public are well-informed about recent changes to the benefit scheme for people with disabilities. \u00a0As part of the campaign, 2 informative videos targeting people with disabilities, patients with chronic diseases and their families and other stakeholders and collaborators, are needed to be produced. The first video will be designed to inform the audience about the new bio-psycho-logical model and disability scheme, and guide in a practical form the steps on how to benefit. The second video will be designed to inform the stakeholders and groups of interest included in the project, and the wide public as well, about the main achievements and good practices provided within the project implementation period. The content will be prepared by the project staff in collaboration with medical experts and the designed videos will be published on TFL\u2019s official website, online platforms, Facebook and Instagram accounts. The design of the videos will be consulted during the process with TFL\u2019s project staff.<\/p>\n

      Specific features of the material are listed below:<\/u><\/p>\n

        \n
      • The video should contain eye captivating colors, high quality figures and images that encourage the audience to engage in the material promoted,<\/li>\n
      • The video\u2019s length should be approximately 2 minutes,<\/li>\n
      • Clear visibility of the logos of both TFL and the donor,<\/li>\n
      • Adding of necessary graphics, animations, and subtitles,<\/li>\n
      • Ensuring excellent audio and video quality,<\/li>\n
      • The materials should be desktop, mobile, tablet friendly,<\/li>\n
      • Provide a final, polished video in the required format(s).<\/li>\n<\/ul>\n

        1. Deliverables<\/strong><\/li>\n<\/ol>\n

          The expected deliverables are as listed below:<\/p>\n

            \n
          • Develop a creative concept and produce 2 high quality informative and guiding videos that will be published and disseminated online in the offical website and social media accounts of the organisation<\/li>\n<\/ul>\n

            The expected service is to last until the 31st\u00a0of May 2023.<\/em><\/p>\n

              \n
            1. Methodology <\/strong><\/li>\n<\/ol>\n

              During the preparation phase of the videos, the contracted company shall:<\/p>\n

                \n
              • Be consulted closely with the contracting authority.<\/li>\n
              • Hold meetings with contracting authority.<\/li>\n
              • The content of the material that will be included into the videos will be done by experts and project staff, with the approval of TFL.<\/li>\n
              • The final content will be approved by TFL and GIZ.<\/li>\n
              • Ownership & Copyrights: The materials will be owned by TFL.<\/li>\n<\/ul>\n

                1. Roles and responsibilities <\/strong><\/li>\n<\/ol>\n

                  Key responsibilities of the contracted party are:<\/p>\n

                    \n
                  • Close collaboration with the staff engaged in the project from the contracting authority,<\/li>\n
                  • Meet the agreed deadlines and expected quality standards,<\/li>\n
                  • Consider all of the suggestions coming from the contracting authority for the material,<\/li>\n<\/ul>\n

                    The selected company must adhere to strict confidentiality regarding the project’s details and any sensitive information.<\/p>\n

                    \n

                    Key responsibilities of the contracting authority are: <\/u><\/p>\n

                      \n
                    • Comment on the design of the material,<\/li>\n
                    • Review the design of the prepared materials and approve it,<\/li>\n
                    • Provide necessary support to the contracted party,<\/li>\n
                    • Inform the company\/agency duly on any potential changes and deviations from the initial plan,<\/li>\n
                    • Hold the company\/agency accountable to the agreed terms.<\/li>\n<\/ul>\n

                        \n
                      1. Duration <\/strong><\/li>\n<\/ol>\n
                          \n
                        • The engagement of the contracted party is foreseen to last until 31st of May 2023.<\/li>\n
                        • TFL will publish and disseminate the videos upon the confirmation by GIZ, by the end of the Project.<\/li>\n<\/ul>\n

                          1. Competencies of the organization <\/strong><\/li>\n<\/ol>\n

                            The interested parties should meet the following criteria:<\/p>\n

                            • Have an expertise in developing the requested material, namely designing of high quality and informative videos.<\/li>\n
                            • To have the capacity to create a professional video concept and design, in HD.<\/li>\n
                            • Be a registered business in Albania.<\/li>\n<\/ul>\n
