Sidomos Tirana, si kryeqyteti i Shqip\u00ebris\u00eb dhe qyteti m\u00eb i mbipopulluar p\u00ebrballet me shum\u00eb problematika shqet\u00ebsuese lidhur me ndotjen e ajrit. Gjat\u00eb dit\u00ebs, mjafton t\u00eb kalosh nga b\u00ebrja e nj\u00eb sh\u00ebtitjeje t\u00eb shkurt\u00ebr p\u00ebrgjat\u00eb nj\u00eb zone me natyr\u00eb dhe gjelb\u00ebrim si\u00e7 \u00ebsht\u00eb edhe parku i liqenit artificial, n\u00eb nj\u00eb sh\u00ebtitje n\u00eb rrug\u00ebn e qytetit pak m\u00eb tutje dhe menj\u00ebher\u00eb e ndjen diferenc\u00ebn n\u00eb ajrin q\u00eb thith. P\u00ebr t\u00eb mos folur p\u00ebr diferenc\u00ebn q\u00eb ndihet kur ngjitesh lart n\u00eb parkun komb\u00ebtar t\u00eb malit t\u00eb Dajtit, aty e kupton q\u00eb ajo p\u00ebrb\u00ebrje q\u00eb ke thithur gjat\u00eb gjith\u00eb koh\u00ebs, nuk \u00ebsht\u00eb asgj\u00eb e ngjashme me ajrin e past\u00ebr. Nga ana tjet\u00ebr, nj\u00eb sht\u00ebllung\u00eb tymi q\u00eb n\u00eb p\u00ebrditshm\u00ebrin\u00eb ton\u00eb e d\u00ebgjojm\u00eb me termin \u201csmog\u201d, mbulon t\u00eb gjith\u00eb qytetin dallohet qartazi nga lart.<\/p>\n<p style=\"text-align: justify;\"><em>\u201cP\u00ebr mua ndotja e ajrit \u00ebsht\u00eb shum\u00eb shqet\u00ebsuese, duke q\u00ebn\u00eb se kam edhe probleme me sh\u00ebndetin, t\u00eb zemr\u00ebs dhe spok t\u00eb mushk\u00ebrive. N\u00eb momentet e m\u00ebngjesit kur ngrihem, sapo hap dritaren shoh parvazin apo rrobat e ndera zi komplet nga pluhuri. Sapo dal dhe filloj t\u00eb eci ndihet direkt r\u00ebndesa e ajrit, sa edhe frym\u00eb nuk marr dot. Diferenc\u00ebn e p\u00ebrcaktoj kur shkoj deri n\u00eb Dajt dhe sapo ngjitem atje un\u00eb filloj dhe ndjej nj\u00eb ndryshim t\u00eb madh n\u00eb frym\u00ebmarrje.\u201d <\/em>\u2013 shprehet pacientja Florina Kova\u00e7i, banuese n\u00eb Tiran\u00eb.<\/p>\n<p style=\"text-align: justify;\"><em>&#8220;Sot Tirana \u00ebsht\u00eb qyteti m\u00eb i past\u00ebr n\u00eb rajon; cil\u00ebsia e ajrit vler\u00ebsohet me not\u00ebn 8-9 nga 10, nga sateliti i BE&#8221;<\/em> ky ishte nj\u00eb nd\u00ebr publikimet zyrtare t\u00eb Bashkis\u00eb Tiran\u00eb lidhur me cil\u00ebsin\u00eb e ajrit n\u00eb qytetin e Tiran\u00ebs. Nd\u00ebrkaq, sipas rezultateve t\u00eb vitit 2019 t\u00eb Numbeo Pollution Index<em>, Tirana \u00ebsht\u00eb kategorizuar si nj\u00eb nd\u00ebr qytetet m\u00eb t\u00eb ndotura n\u00eb gjith\u00eb bot\u00ebn, duke u renditur e 38-ta nga 294 shtete dhe qyteti m\u00eb i ndotur n\u00eb Europ\u00ebn Jugore pas Tetov\u00ebs n\u00eb Maqedoni.<a href=\"#_ftn1\" name=\"_ftnref1\"><strong>[1]<\/strong><\/a><\/em><\/p>\n<p style=\"text-align: justify;\">Rritja e mpreht\u00eb e ndotjes s\u00eb ajrit lidhet me rritjen e p\u00ebrdoruesve t\u00eb makinave, rritjen e aktiviteteve ndot\u00ebse dhe uljen e gjelb\u00ebrimit urban. Agjensia Komb\u00ebtare e Mjedisit, si institucioni kompetent p\u00ebr matjen e cil\u00ebsis\u00eb s\u00eb ajrit dhe informimin e publikut, publikon \u00e7do vit raportet e gjendjes s\u00eb mjedisit. Sipas raportit t\u00eb fundit t\u00eb vitit 2021, n\u00eb kapitullin p\u00ebr ndotjen e ajrit, \u00ebsht\u00eb cil\u00ebsuar se monitorimi i cil\u00ebsis\u00eb s\u00eb ajrit urban me stacione fikse \u00ebsht\u00eb kryer n\u00eb qytetet kryesore t\u00eb vendit si: Durr\u00ebsi, Shkodra, Kor\u00e7a, Berati, Lezha dhe Vlora. Nd\u00ebrkoh\u00eb, na b\u00ebn p\u00ebrshtypje fakti q\u00eb nuk \u00ebsht\u00eb kryer edhe n\u00eb Tiran\u00eb, duke marr\u00eb parasysh q\u00eb Tirana \u00ebsht\u00eb qyteti me i populluar n\u00eb Shqip\u00ebri dhe me veprimtarin\u00eb m\u00eb t\u00eb lart\u00eb ndot\u00ebse. Monitorimi i vazhduesh\u00ebm \u00ebsht\u00eb nj\u00eb domosdoshm\u00ebri, por \u00ebsht\u00eb i mang\u00ebt. N\u00ebse shqyrtojm\u00eb RGJM e vitit 2019, vihet re se Tirana \u00ebsht\u00eb e p\u00ebrfshir\u00eb nd\u00ebr zonat e monitoruara por vet\u00ebm p\u00ebr parametrat NO2 dhe CO2, me stacione l\u00ebviz\u00ebse. Por edhe ato t\u00eb dh\u00ebna nuk jan\u00eb t\u00eb plota.<\/p>\n<p style=\"text-align: justify;\">P\u00ebr vitin 2022 nuk jan\u00eb publikuar ende t\u00eb dh\u00ebna nga AKM. E pyetur m\u00eb par\u00eb lidhur me problematikat apo pengesat q\u00eb ndikojn\u00eb institucionin n\u00eb realizimin e matjeve t\u00eb parashikuara n\u00eb koh\u00eb, cil\u00ebson: <em>\u201cProblematika kryesore \u00ebsht\u00eb mir\u00ebmbajtia e stacioneve t\u00eb ajrit. Stacionet e ajrit kan\u00eb nevoj\u00eb p\u00ebr mir\u00ebmbajtje vjetore, e cila p\u00ebr shkak t\u00eb procedurave dhe buxhetit t\u00eb limituar, ka pasur raste q\u00eb nuk \u00ebsht\u00eb kryer e plot\u00eb\u201d. <\/em><\/p>\n<p style=\"text-align: justify;\" class=\" translation-block\">Regarding the question about the measures that undertaken concretely, their answer was that: \"NEA is tasked to provide recommendation for measures to be undertaken by the local government. It recommends the local government to take measures\", while we do not have a concrete answer on the specific measures recommended.<\/p>\n<p style=\"text-align: justify;\">Duke marr\u00eb parasysh se n\u00eb Tiran\u00eb nj\u00eb nd\u00ebr not\u00ebsit m\u00eb t\u00eb m\u00ebdhenj t\u00eb ajrit jan\u00eb transporti dhe aktivitetet nd\u00ebrtuese, burime kryesore k\u00ebto t\u00eb pranis\u00eb n\u00eb aj\u00ebr t\u00eb ndot\u00ebsve, mbetet primar monitorimi i rregullt nga institucionet p\u00ebrgjegj\u00ebse. Transporti publik n\u00ebn standard me nj\u00eb flot\u00eb t\u00eb vjet\u00ebruar autobus\u00ebsh dhe planifikimi i dob\u00ebt urban, rezultojn\u00eb n\u00eb nj\u00eb situat\u00eb ku mij\u00ebra qytetar\u00eb e kalojn\u00eb pjes\u00ebn m\u00eb t\u00eb madhe t\u00eb dit\u00ebs s\u00eb tyre t\u00eb mb\u00ebrthyer n\u00eb trafik, duke refuzuar t\u00eb l\u00ebn\u00eb makinat e tyre p\u00ebr metoda m\u00eb t\u00eb favorshme transporti ose m\u00eb efikase p\u00ebr mjedisin, sepse t\u00eb tilla nuk ka. Shtojm\u00eb k\u00ebtu edhe cil\u00ebsin\u00eb e dob\u00ebt t\u00eb karburanteve t\u00eb p\u00ebrdorura si edhe nd\u00ebrtimet e shumta pa kriter dhe \u201ckullat\u201d e reja q\u00eb po ngrihen n\u00eb \u00e7do hap\u00ebsir\u00eb t\u00eb lir\u00eb t\u00eb gjelb\u00ebr. Mungesa e inspektimeve nga ana tjet\u00ebr, ka favorizuar situat\u00ebn e operator\u00ebve privat\u00eb t\u00eb transportit publik dhe entiteteve nd\u00ebrtuese private, t\u00eb cil\u00ebt p\u00ebrve\u00e7se nuk ofrojn\u00eb sh\u00ebrbim brenda standarteve, jan\u00eb shkaktar\u00eb t\u00eb emetimit t\u00eb l\u00ebnd\u00ebve t\u00eb d\u00ebmshme dhe vijojn\u00eb t\u00eb pashqet\u00ebsuar pun\u00ebn.<\/p>\n<p style=\"text-align: justify;\">T\u00eb dh\u00ebnat zyrtare t\u00eb plota dhe t\u00eb p\u00ebrshkruese nga matje t\u00eb rregullta dhe rekomandimet periodike n\u00eb baz\u00eb t\u00eb gjetjeve, do t\u00eb ndihmonin n\u00eb marrjen e masave emergjente. N\u00eb munges\u00eb t\u00eb tyre, kryhen matje alternative, rezultatet e t\u00eb cilave shpeshher\u00eb vler\u00ebsohen me rezerv\u00eb nga ana e institucioneve. Por p\u00ebr fat t\u00eb keq, jan\u00eb t\u00eb vetmet q\u00eb aktualisht mund\u00ebsojn\u00eb nj\u00eb vler\u00ebsim t\u00eb p\u00ebrdit\u00ebsuar t\u00eb ndotjes n\u00eb aj\u00ebr.<\/p>\n<p style=\"text-align: justify;\">Nj\u00eb kontributor i r\u00ebnd\u00ebsish\u00ebm n\u00eb sjelljen e t\u00eb dh\u00ebnave p\u00ebr Tiran\u00ebn dhe adresimin e problematikave \u00ebsht\u00eb edhe shoq\u00ebria civile dhe projektet me fokus mjedisin. Nd\u00ebr to \u00ebsht\u00eb projekti \u201cAj\u00ebr i past\u00ebr, jet\u00eb e sh\u00ebndetshme\u201d i zbatuar n\u00eb partneritet nga Mileukontakt Shqip\u00ebri, Together for Life, GO2 dhe Qendra EPER n\u00eb vijim t\u00eb \u201cGreen-AL\u201d, nj\u00eb projekt i financuar nga\u00a0Agjencia Nd\u00ebrkomb\u00ebtare Suedeze p\u00ebr Bashk\u00ebpunim dhe Zhvillim me fondet e Qeveris\u00eb Suedeze, i zbatuar nga Co-PLAN Institute for Habitat Development n\u00eb bashk\u00ebpunim me VIS Albania, COSV &#8211; Cooperazione per lo Sviluppo dhe CISP &#8211; Sviluppo dei Popoli.<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-32090\" src=\"https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2023\/07\/8.png\" alt=\"\" width=\"1024\" height=\"768\" srcset=\"https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2023\/07\/8.png 1024w, https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2023\/07\/8-980x735.png 980w, https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2023\/07\/8-480x360.png 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) and (max-width: 980px) 980px, (min-width: 981px) 1024px, 100vw\" \/><\/p>\n<p style=\"text-align: justify;\"><em>Sipas t\u00eb dh\u00ebnave t\u00eb arritura nga matjet e kryera gjat\u00eb muajit Shtator 2022 n\u00eb 400 pika monitorimi p\u00ebrmes pajisjes Arequal p\u00ebr p\u00ebrq\u00ebndimet e pranis\u00eb s\u00eb parametrave t\u00eb element\u00ebve ndot\u00ebs s\u00eb ajrit PM 10, PM 2.5, CO2 dhe NO2 n\u00eb qytetin e Tiran\u00ebs, kan\u00eb rezultuar 50 % m\u00eb t\u00eb larta se standartet e vendosura nga BE dhe OBSH. <\/em><\/p>\n<p style=\"text-align: justify;\">Si rezultat i zhvillimit t\u00eb t\u00eb gjitha fushave t\u00eb ekonomis\u00eb dhe transportit, kemi rritje t\u00eb faktor\u00ebve ndot\u00ebs n\u00eb zonat urbane, e si pasoj\u00eb ulje t\u00eb cil\u00ebsis\u00eb s\u00eb jetes\u00ebs s\u00eb qytetar\u00ebve q\u00eb jetojn\u00eb n\u00eb Tiran\u00eb.<\/p>\n<p style=\"text-align: justify;\">Sipas nj\u00eb mini sondazhi t\u00eb realizuar nga Together for Life n\u00eb N\u00ebntor 2022 n\u00eb Tiran\u00eb lidhur me perceptimin e pacient\u00ebve (ku shumica prej tyre vuanin nga s\u00ebmundje kronike dhe akute) mbi ndotjen e ajrit dhe impaktin e tij n\u00eb sh\u00ebndet, <em>63 % e t\u00eb anketuarve u shpreh\u00ebn se ndotja e ajrit n\u00eb qytetin e Tiran\u00ebs \u00ebsht\u00eb shum\u00eb e lart\u00eb, 22.2% e t\u00eb intervistuarve u shpreh\u00ebn se \u00ebsht\u00eb e lart\u00eb dhe 84.1 % prej tyre ishin shum\u00eb t\u00eb shqet\u00ebsuar p\u00ebr ndotjen.<\/em> <a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a><\/p>\n<p style=\"text-align: justify;\"><em>52.4 % e tyre mendonin se faktor\u00ebt q\u00eb shkaktojn\u00eb ndotjen e ajrit n\u00eb Tiran\u00eb jan\u00eb mjetet e transportit urban, nd\u00ebrkoh\u00eb 33.3 % mendonin se p\u00ebrve\u00e7 mjeteve t\u00eb transportit urban e shkaktojn\u00eb edhe industria, fabrikat, nd\u00ebrtimet, djegia e mbeturinave. <\/em>Shumica e t\u00eb anketuarve shprehin shqet\u00ebsim m\u00eb s\u00eb shumti mbi ndotjen nga p\u00ebrdorimi i automjeteve, nga mbetjet urbane, si edhe shkat\u00ebrrimi i hap\u00ebsirave t\u00eb gjelbra dhe nd\u00ebrtimet.<\/p>\n<p style=\"text-align: justify;\">Nd\u00ebr 5 zonat e p\u00ebrfshira n\u00eb projektin <em>\u201cAj\u00ebr i past\u00ebr, jet\u00eb e sh\u00ebndetshme\u201d, <\/em>Tirana ka rezultuar me tejkalim t\u00eb normave n\u00eb t\u00eb gjith\u00eb parametrat e matur, q\u00eb \u00ebsht\u00eb nj\u00eb tregues i nj\u00eb gjendjeje shqet\u00ebsuese, duke na p\u00ebrforcuar faktin se jetojm\u00eb n\u00eb nj\u00eb qytet t\u00eb betonizuar ku mushk\u00ebrit\u00eb tona po ekspozohen dita-dit\u00ebs ndaj s\u00ebmundjeve t\u00eb rrezikshme. Nd\u00ebr zonat me vlerat m\u00eb t\u00eb larta jan\u00eb ato n\u00eb rrethrrotullime apo kryq\u00ebzime kryesore t\u00eb qytetit ku edhe veprimtaria \u00ebsht\u00eb m\u00eb e madhe. P\u00ebrq\u00ebndrimi mesatar i ndot\u00ebsve nga matjet e realizuara n\u00eb Tiran\u00eb rezulton n\u00eb vlera dyfish m\u00eb shum\u00eb nga ato t\u00eb lejuara. <a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a><\/p>\n<p><img decoding=\"async\" class=\"alignnone size-large wp-image-32091\" src=\"https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2023\/07\/Tirane-iqair-731x1024.jpg\" alt=\"\" width=\"731\" height=\"1024\" srcset=\"https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2023\/07\/Tirane-iqair-731x1024.jpg 731w, https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2023\/07\/Tirane-iqair-480x672.jpg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 731px, 100vw\" \/><\/p>\n<p style=\"text-align: justify;\">Gjithashtu, n\u00eb kuad\u00ebr t\u00eb projektit mund\u00ebsohet edhe monitorimi i cil\u00ebsis\u00eb s\u00eb ajrit n\u00eb koh\u00eb reale me pajisjet e instaluara IQAir n\u00eb stacione stab\u00ebl n\u00eb Bashkin\u00eb Tiran\u00eb.<\/p>\n<p style=\"text-align: justify;\">T\u00eb dh\u00ebnat kan\u00eb treguar nj\u00eb tejkalim t\u00eb norm\u00ebs s\u00eb parametrit PM2.5 me vlera mbi dyfish nga norma e lejuar e vendosur nga Bashkimi Evropian (BE) dhe Organizata Bot\u00ebrore e Sh\u00ebndet\u00ebsis\u00eb (OBSH). Standardi i lejuar p\u00ebr PM2.5 \u00ebsht\u00eb 25 \u00b5g\/m3, nd\u00ebrsa matjet n\u00eb koh\u00eb reale kan\u00eb treguar q\u00eb vlera deri n\u00eb 55 \u00b5g\/m3. Ky \u00ebsht\u00eb nj\u00eb tregues p\u00ebr pasoja negative n\u00eb sh\u00ebndetin e qytetar\u00ebve t\u00eb Tiran\u00ebs, e sidomos t\u00eb atyre q\u00eb jan\u00eb kategori m\u00eb t\u00eb ndjeshme. Fatkeq\u00ebsisht, n\u00eb databaz\u00ebn e ISHP, gjendet vet\u00ebm monitorimi i cil\u00ebsis\u00eb s\u00eb ajrit n\u00eb Tiran\u00eb n\u00eb vitin 2012, nuk kemi nj\u00eb studim m\u00eb t\u00eb thelluar p\u00ebr t\u00eb b\u00ebr\u00eb lidhjen midis ndotjes s\u00eb ajrit dhe pasojave n\u00eb sh\u00ebndet. Instituti i Sh\u00ebndetit Publik n\u00eb p\u00ebrgjigje t\u00eb k\u00ebrkes\u00ebs p\u00ebr informacion nuk ka v\u00ebn\u00eb n\u00eb dispozicion asnj\u00eb t\u00eb dh\u00ebn\u00eb specifike lidhur me nivelin e ndotjes s\u00eb ajrit dhe se si ndikon n\u00eb sh\u00ebndet, p\u00ebrve\u00e7se disa t\u00eb dh\u00ebnave evasive.<\/p>\n<p style=\"text-align: justify;\"><em>\u201cDo duheshin or\u00eb t\u00eb t\u00ebra p\u00ebr t\u00eb folur p\u00ebr ndikimin e ajrit t\u00eb ndotur n\u00eb sh\u00ebndet. Nd\u00ebr problematikat baz\u00eb q\u00eb shkakton ndotja e ajrit jan\u00eb ato q\u00eb lidhen me rrug\u00ebt respiratore, duke filluar nga rihninet, laringitet, bronkitet e deri n\u00eb d\u00ebmtime serioze t\u00eb mushk\u00ebrive. K\u00ebtu ndikojn\u00eb niveli i gazrave q\u00eb \u00e7lirojn\u00eb automjetet dhe grimcat e pluhurave q\u00eb ne nuk i shohim q\u00eb hyjn\u00eb n\u00eb mushk\u00ebrit\u00eb tona. Pavar\u00ebsisht se rrug\u00ebt respiratore jan\u00eb t\u00eb specializuara q\u00eb t\u2019i izolojn\u00eb grimcat, p\u00ebr shkak t\u00eb dend\u00ebsis\u00eb s\u00eb madhe \u00ebsht\u00eb e pamundur q\u00eb mukoza t\u00eb kryeje funksionin e saj dhe k\u00ebshtu ato tentojn\u00eb t\u00eb hyjn\u00eb thell\u00eb n\u00eb mushk\u00ebri duke penguar frym\u00ebshk\u00ebmbimin. Gjithashtu, ndikon n\u00eb d\u00ebmtimin e aparatit kardiovaskular. N\u00ebse ne nuk kemi nj\u00eb mushk\u00ebri t\u00eb sh\u00ebndetshme, nuk kemi nj\u00eb oksigjenim t\u00eb mir\u00eb t\u00eb gjakut, kemi nj\u00eb zem\u00ebr q\u00eb vuan. Prandaj, mund edhe t\u00eb ket\u00eb edhe pasoja t\u00eb tjera vdekjeprur\u00ebse si\u00e7 jan\u00eb infarktet. \u00cbsht\u00eb e pamundur q\u00eb \u00e7do dit\u00eb t\u00eb mos kemi pacient\u00eb q\u00eb shfaqin ankesa.\u201d\u2013 shprehet Dr. Ramiz K\u00ebrnaja \u2013 Mjek familjeje <\/em><\/p>\n<p style=\"text-align: justify;\">N\u00ebse flasim m\u00eb n\u00eb detaje p\u00ebr d\u00ebmet q\u00eb k\u00ebto vlera shkaktojn\u00eb n\u00eb sh\u00ebndetin e qytetar\u00ebve, shumica e vdekjeve q\u00eb lidhen me ndotjen e ajrit shkaktohen nga ekspozimi i njeriut ndaj thithjes s\u00eb grimcave t\u00eb im\u00ebta t\u00eb pluhurit PM2.5 t\u00eb cilat konsiderohen nj\u00eb vras\u00ebs i heshtur pasi p\u00ebrthithen direkt nga mushk\u00ebrit\u00eb dhe shkaktojn\u00eb efekte afatgjata dhe madje vdekjeprur\u00ebse.
