Shoq\u00ebria civile luan nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb vendet me demokraci t\u00eb konsoliduar. Organizatat e shoq\u00ebris\u00eb civile n\u00eb vendet an\u00ebtare t\u00eb BE luajn\u00eb nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb hartimin dhe zbatimin e politikave si n\u00eb nivelin qendror edhe n\u00eb at\u00eb vendor. Sipas Bashkimit Evropian nj\u00eb shoq\u00ebri civile e fuqizuar dhe e p\u00ebrfshir\u00eb n\u00eb procese vendimmarr\u00ebse \u00ebsht\u00eb karakteristik\u00eb e qeverisjes demokratike n\u00eb vendet e Unionit, ndaj p\u00ebr institucionet e BE \u00ebsht\u00eb e r\u00ebnd\u00ebsishme fuqizimi i shoq\u00ebris\u00eb civile dhe rolit t\u00eb saj n\u00eb vendet kandidate. BE \u00ebsht\u00eb e angazhuar n\u00eb mb\u00ebshtetjen e shoq\u00ebris\u00eb civile n\u00eb k\u00ebto vende, p\u00ebrfshi edhe Shqip\u00ebrin\u00eb, me q\u00ebllim kthimin e tyre n\u00eb aktor\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm n\u00eb p\u00ebrmbushjen e kritereve t\u00eb vendosura n\u00eb kuad\u00ebr t\u00eb shtetit ligjor, t\u00eb drejtat e njeriut dhe krijimin e nj\u00eb demokracie funksionale. Nga ana tjet\u00ebr, shoq\u00ebria civile \u00ebsht\u00eb aktori kryesor i p\u00ebrfshir\u00eb drejtp\u00ebrdrejt\u00eb n\u00eb informimin e qytetar\u00ebve rreth proceseve integruese, kritereve dhe hapave q\u00eb duhet t\u00eb nd\u00ebrmerren p\u00ebr antar\u00ebsimin e vendit n\u00eb Bashkimin Europian. Fuqizimi i shoq\u00ebris\u00eb civile dhe kthimi i saj n\u00eb aktor t\u00eb r\u00ebnd\u00ebsish\u00ebm aktiv brenda vendit \u00ebsht\u00eb nj\u00eb element shum\u00eb i r\u00ebnd\u00ebsish\u00ebm, q\u00eb ndikon drejt\u00ebp\u00ebrdrejt n\u00eb procesin e vendimmarrjes t\u00eb BE p\u00ebr t\u00eb finalizuar me firmosjen e traktatit t\u00eb an\u00ebtar\u00ebsimit n\u00eb BE.<\/p>\n

Shum\u00eb i r\u00ebnd\u00ebsi\u00ebsh\u00ebm konsiderohet roli i shoq\u00ebris\u00eb civile n\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb n\u00eb vende si Shqip\u00ebria, t\u00eb cilat tashm\u00eb ndodhen n\u00eb nj\u00eb proces t\u00eb r\u00ebnd\u00ebsish\u00ebm dhe delikal si ai i integrimit europian, proces i gjat\u00eb dhe aspak i leht\u00eb. Pjes\u00ebmarrja e shoq\u00ebris\u00eb civile n\u00eb procesin e integrimit europian zhvillohet dhe vler\u00ebsohet n\u00eb nivelin e brendsh\u00ebm dhe t\u00eb jasht\u00ebm. Niveli i brendsh\u00ebm ka t\u00eb b\u00ebj\u00eb me bashk\u00ebpunimin e shoq\u00ebris\u00eb civile me institucionet komb\u00ebtare qendrore dhe lokale, n\u00ebp\u00ebrmjet pjes\u00ebmarrjes s\u00eb drejt\u00ebp\u00ebrdrejt\u00eb n\u00eb proceset e konsultimit t\u00eb legjislacionit, monitorimit t\u00eb pun\u00ebs s\u00eb k\u00ebtyre institucioneve dhe veprimeve konkrete, duke luajtur nj\u00eb rol ky\u00e7 n\u00eb monitorimin, konsultimin dhe vler\u00ebsimin e veprimeve, masave dhe zhvillimeve t\u00eb brendshme n\u00eb kuad\u00ebr t\u00eb procesit t\u00eb integrimit europian t\u00eb vendit. N\u00eb nivelin e jasht\u00ebm organizatat e shoq\u00ebris\u00eb civile jan\u00eb t\u00eb p\u00ebrfshira n\u00eb m\u00ebnyr\u00eb t\u00eb drejt\u00ebp\u00ebrdrejt\u00eb n\u00eb bashk\u00ebpunimin me institucionet e BE-s\u00eb.<\/p>\n

N\u00eb dekadat e fundit, projekti m\u00eb i madh dhe ambicioz i Shqip\u00ebris\u00eb \u00ebsht\u00eb integrimi i vendit n\u00eb Bashkimin Europian. Ky projekt ka p\u00ebrfshir\u00eb t\u00eb gjith\u00eb aktor\u00ebt e brendsh\u00ebm institucional\u00eb dhe shoq\u00ebror\u00eb n\u00eb nj\u00eb proces t\u00eb thell\u00eb dhe t\u00eb gjat\u00eb reformues dhe gjithp\u00ebrfshir\u00ebs q\u00eb ka n\u00eb qend\u00ebr hartimin, miratimin dhe zbatimin e legjislacionit dhe ngritjen e konsolidimin e institucioneve t\u00eb brendshme demokratike n\u00eb p\u00ebrputhje me legjislacionin dhe institucionet e Bashkimit Evropian. N\u00eb baz\u00eb t\u00eb k\u00ebtij procesi t\u00eb gjat\u00eb dhe aspak t\u00eb leht\u00eb qendron informimi, bashk\u00ebpunimi dhe angazhimi i t\u00eb gjith\u00eb aktor\u00ebve publik\u00eb dhe jopublik\u00eb, ku nj\u00eb rol t\u00eb r\u00ebnd\u00ebsish\u00ebm luan shoq\u00ebria civile.<\/p>\n

N\u00eb Shqip\u00ebri jan\u00eb t\u00eb regjistruara rreth 8,000 organizata jo fitimprur\u00ebse, por vet\u00ebm nj\u00eb num\u00ebr tep\u00ebr i vog\u00ebl prej tyre (n\u00eb num\u00ebr dy-shifror) jan\u00eb organizata t\u00eb m\u00ebdha, me kapacitete dhe t\u00eb zhvilluara. Por edhe angazhimi i k\u00ebtyre organizatave t\u00eb m\u00ebdha n\u00eb vendimmarrje dhe monitorimin e procesit politikb\u00ebr\u00ebs \u00ebsht\u00eb ende n\u00eb nivele t\u00eb ulta. Nga 8,000 t\u00eb regjistruara, vet\u00ebm rreth 300 prej tyre jan\u00eb aktive. Shumica e OSHC-ve jan\u00eb t\u00eb vogla dhe jo-funksionale dhe pa staf\u00a0 profesional, duke e b\u00ebr\u00eb t\u00eb pamundur vazhdimin e veprimtaris\u00eb s\u00eb tyre midis projekteve. Kjo \u00ebsht\u00eb arsyeja q\u00eb organizatat kan\u00eb pezulluar aktivitetin e tyre dhe jan\u00eb inaktive. Shoq\u00ebria civile shqiptare edhe pas 30 vjet\u00ebsh \u00ebsht\u00eb e dob\u00ebt, me nivel antar\u00ebsimi t\u00eb ul\u00ebt me nivel t\u00eb ul\u00ebt besimi. Organizata e shoq\u00ebris\u00eb civile kryesisht jan\u00eb p\u00ebrqendruar n\u00eb n\u00eb Tiran\u00eb dhe n\u00eb rajone t\u00eb m\u00ebdha dhe fare pak prej tyre veprojn\u00eb n\u00eb bashki t\u00eb vog\u00ebl. Nga ana tjet\u00ebr organizatat lokale kan\u00eb munges\u00eb kapacitetesh q\u00eb i pengojn\u00eb ato t\u00eb jen\u00eb aktive dhe t\u00eb ngrejn\u00eb ura t\u00eb q\u00ebndrueshme bashk\u00ebpunimi me autoritetet lokale.<\/p>\n

N\u00eb m\u00ebnyr\u00eb t\u00eb ve\u00e7ant\u00eb organizatat lokale jan\u00eb t\u00eb pap\u00ebrfaq\u00ebsuara dhe t\u00eb pakonsideruara nga institucionet e qeverisjes lokale. N\u00eb Shqip\u00ebri organizatat lokale jan\u00eb shum\u00eb t\u00eb dobta dhe nga ana e pushtetit vendor v\u00ebrehet munges\u00eb vullneti p\u00ebr t\u00eb bashk\u00ebpunuar. N\u00eb vitin 2018 Delegacioni i BE-s\u00eb n\u00eb Shqip\u00ebri, publikoi nj\u00eb raport mbi Nj\u00ebsit\u00eb e Qeverisjes Lokale, ku n\u00ebnvizonte se \u2018mungon dialogu e komunikimi mes autoriteteve dhe shoq\u00ebris\u00eb civile n\u00eb nivel lokal dhe se \u2018komuniteti dhe organizatat nuk jan\u00eb t\u00eb p\u00ebrfshira n\u00eb veprimtarin\u00eb e bashkive apo institucioneve qeveris\u00ebse lokale\u2019. N\u00eb Raportin e 2020 vihet re se v\u00ebrehet nj\u00eb p\u00ebrmir\u00ebsim t\u00eb situat\u00ebs dhe \u2018ka rritje t\u00eb numrit t\u00eb rekomandimeve t\u00eb dh\u00ebna nga OSHC-t\u00eb\u2019<\/p>\n

Vitet e fundit \u00ebsht\u00eb ngritur K\u00ebshilli Komb\u00ebtar p\u00ebr Shoq\u00ebrin\u00eb Civile (KKIE) q\u00eb ka n\u00eb p\u00ebrb\u00ebrje t\u00eb tij 15 organizata an\u00ebtare dhe asnj\u00ebra prej tyre nuk \u00ebsht\u00eb lokale. T\u00eb gjitha organizatat an\u00ebtare t\u00eb KKIE jan\u00eb organizata komb\u00ebtare q\u00eb e kan\u00eb qelin\u00eb qendrore n\u00eb Tiran\u00eb. Organizatat lokale nuk kan\u00eb kapacitete dhe jan\u00eb pak apo aspak t\u00eb informuara rreth procesit t\u00eb integrimit dhe rolit t\u00eb tyre n\u00eb k\u00ebt\u00eb proces. Mosp\u00ebrfshirja e organizatave lokale n\u00eb procesin e integrimit mbetet problematik, pasi n\u00eb procesin e rishikimit t\u00eb legjislacionit vendas dhe p\u00ebrputhjes s\u00eb tij me at\u00eb t\u00eb aquis communitaire m\u00eb shum\u00eb se 70% e legjislacionit duhet t\u00eb zbatohet n\u00eb nivel lokal. Pra tashm\u00eb \u00ebsht\u00eb e nevojshme q\u00eb t\u00eb nd\u00ebrmerren hapa konkret\u00eb p\u00ebr identifikimin e nevojave t\u00eb organizatave lokale dhe t\u00eb mb\u00ebshteten ato p\u00ebr rritjen dhe fuqizimin e kapaciteteve t\u00eb tyre p\u00ebr t\u2019u b\u00ebr\u00eb pjes\u00eb aktive e politikb\u00ebrjes lokale.<\/p>\n

Shqip\u00ebria gjendet n\u00eb nj\u00eb faz\u00eb t\u00eb r\u00ebnd\u00ebsishme t\u00eb rrug\u00ebtimit drejt Bashkimit Evropian, sapo ka marr\u00eb ftes\u00ebn p\u00ebr hapjen e zyrtarisht t\u00eb bisedimeve me BE-n\u00eb p\u00ebr an\u00ebtar\u00ebsimin dhe m\u00eb 19 korrik 2022 n\u00eb Bruksel u mbajt Konferenca e Par\u00eb Nd\u00ebrqeveritare midis Shqip\u00ebris\u00eb dhe BE-s\u00eb. Procesi i ri n\u00eb t\u00eb cilin ka hyr\u00eb vendi fillon me procesin e ashtuquajtur screening, ku i gjith\u00eb legjislacionit shqiptar, i ndar\u00eb sipas 35 kapitujve t\u00eb acquis (legjislacionit) s\u00eb Bashkimit Evropian, do t\u00eb vler\u00ebsohet se sa i p\u00ebrafruar \u00ebsht\u00eb me at\u00eb t\u00eb Bashkimit Evropian.<\/p>\n

Procesi i vler\u00ebsimit, p\u00ebrmir\u00ebsimit dhe p\u00ebrafrimit t\u00eb legjislacionit vendas me at\u00eb t\u00eb Bashkimit Evropian zhvillohet mes p\u00ebrfaq\u00ebsuesve t\u00eb BE dhe t\u00eb Shqip\u00ebris\u00eb, ku b\u00ebjn\u00eb pjes\u00eb p\u00ebrfaq\u00ebsues t\u00eb institucioneve publike qendrore dhe lokale, aktor\u00ebve t\u00eb sektor\u00ebve t\u00eb ndrysh\u00ebm, shoq\u00ebria civile, akademia, media, etj..<\/p>\n

Shoq\u00ebria civile \u00ebsht\u00eb nj\u00eb aktor ky\u00e7 n\u00eb monitorimin dhe mb\u00ebshtetjen q\u00eb i b\u00ebhet pun\u00ebs s\u00eb qeverisjes qendrore dhe asaj lokale. Mosp\u00ebrfshirja e shoq\u00ebris\u00eb civile n\u00eb procese t\u00eb tilla ndikon n\u00eb nivelin e lart\u00eb t\u00eb munges\u00ebs s\u00eb transparenc\u00ebs dhe nivelin e p\u00ebrhapjes s\u00eb korrupsionit n\u00eb institucionet publike.<\/p>\n

Rrug\u00ebtimin p\u00ebr ta b\u00ebr\u00eb Shqip\u00ebrin\u00eb an\u00ebtare t\u00eb BE institucionet publike duhet ta b\u00ebjn\u00eb n\u00eb partneritet t\u00eb ngusht\u00eb dhe n\u00eb bashk\u00ebpunim me shoq\u00ebrin\u00eb civile dhe t\u00eb gjith\u00eb aktor\u00ebt lokal\u00eb t\u00eb p\u00ebrfshir\u00eb n\u00eb k\u00ebt\u00eb proces.<\/p>\n
