Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale (MShMS) mbetet ofruesi kryesor i kujdesit sh\u00ebndet\u00ebsor n\u00eb Shqip\u00ebri, megjith\u00ebse prezenca e ofruesve t\u00eb sh\u00ebrbimit nga sektori privat, \u00ebsht\u00eb duke u rritur gradualisht.<\/p>\n<p style=\"text-align: justify;\">Ajo ofron kujdes p\u00ebrmes nj\u00eb rrjeti t\u00eb gjer\u00eb t\u00eb qendrave t\u00eb kujdesit sh\u00ebndet\u00ebsor par\u00ebsor, pikave sh\u00ebndet\u00ebsore, poliklinikave dhe spitaleve.<\/p>\n<p style=\"text-align: justify;\">Ministria e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale \u00ebsht\u00eb hartuese dhe p\u00ebrgjegj\u00ebse p\u00ebr politikat dhe strategjit\u00eb e sistemit sh\u00ebndet\u00ebsor, p\u00ebr rregullimin e tij si dhe p\u00ebr koordinimin e t\u00eb gjith\u00eb aktor\u00ebve brenda dhe jasht\u00eb sistemit.<\/p>\n<p style=\"text-align: justify;\">Sh\u00ebrbimi sh\u00ebndet\u00ebsor diagnostikues dhe kurues \u00ebsht\u00eb i organizuar n\u00eb tre nivele:<\/p>\n<ul style=\"text-align: justify;\">\n<li>sh\u00ebrbimi par\u00ebsor,<\/li>\n<li>sh\u00ebrbimi spitalor dyt\u00ebsor,<\/li>\n<li>dhe spitalor terciar.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Sh\u00ebrbimet e sh\u00ebndetit publik dhe promocionit ofrohen n\u00eb kuadrin e sh\u00ebndetit par\u00ebsor dhe mb\u00ebshteten dhe mbikqyren nga ISHP.<\/p>\n<p style=\"text-align: justify;\">Shpenzimet publike n\u00eb sektorin e sh\u00ebndet\u00ebsis\u00eb p\u00ebr vitin 2019 kan\u00eb qen\u00eb 51.182 miliard\u00eb lek\u00eb.<\/p>\n<p style=\"text-align: justify;\">K\u00ebto shpenzime p\u00ebrb\u00ebjn\u00eb 10,41 % t\u00eb shpenzimeve publike gjithsej p\u00ebr vitin 2019 dhe z\u00ebn\u00eb nj\u00eb pesh\u00eb prej 3,05 % n\u00eb PBB-n\u00eb gjithsej. Krahasuar me vitin 2018, shpenzimet publike n\u00eb sh\u00ebndet\u00ebsi shprehur si p\u00ebrqindje ndaj PBB kan\u00eb sh\u00ebnuar rritje prej 1,8 %, nd\u00ebrkoh\u00eb shpenzimet publike n\u00eb sh\u00ebndet\u00ebsi shprehur si p\u00ebrqindje ndaj shpenzimeve publike gjithsej, kan\u00eb sh\u00ebnuar rritje prej 1,1 % .<\/p>\n<p style=\"text-align: justify;\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone wp-image-29877 size-full\" src=\"https:\/\/new.togetherforlife.org.al\/wp-content\/uploads\/2021\/04\/LCovid1-e1618847631274.png\" alt=\"\" width=\"514\" height=\"285\" srcset=\"https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2021\/04\/LCovid1-e1618847631274.png 514w, https:\/\/www.togetherforlife.org.al\/wp-content\/uploads\/2021\/04\/LCovid1-e1618847631274-300x166.png 300w\" sizes=\"(max-width: 514px) 100vw, 514px\" \/><\/p>\n<p style=\"text-align: justify;\"><strong><em>Burimi i Grafikut:INSTAT<\/em><\/strong><\/p>\n<p style=\"text-align: justify;\">Qeveria shqiptare ka parashikuar q\u00eb shpenzimet publike p\u00ebr sh\u00ebndet\u00ebsin\u00eb p\u00ebr vitin 2020 t\u00eb jet\u00eb mbi 2% e PBB-s\u00eb.<\/p>\n<p style=\"text-align: justify;\">Buxheti n\u00eb k\u00ebto nivele \u00ebsht\u00eb larg standartit t\u00eb BE-s\u00eb p\u00ebr shpenzimet publike p\u00ebr sh\u00ebndet\u00ebsin\u00eb, ku sh\u00ebndet\u00ebsia do ta ket\u00eb v\u00ebshtir\u00eb t\u00eb zhvilloj\u00eb reformat e nevojshme dhe t\u00eb ngrej\u00eb nivelin e sh\u00ebrbimeve aktuale.<\/p>\n<p style=\"text-align: justify;\">N\u00eb vitin 2016, shpenzimet publike p\u00ebr sh\u00ebndet\u00ebsin\u00eb n\u00eb BE \u00a0ishin 7.9% n\u00eb raport me PBB-n\u00eb,<\/p>\n<p style=\"text-align: justify;\">Shpenzimet publike p\u00ebr sh\u00ebndet\u00ebsin\u00eb jan\u00eb t\u00eb ulta n\u00eb secilin nga kat\u00ebr vendet e rajonit p\u00ebr t\u00eb cilat t\u00eb dh\u00ebnat jan\u00eb n\u00eb dispozicion (shiko tabel\u00ebn), duke arritur n\u00eb vitin 2017 n\u00eb 5.1% t\u00eb PBB-s\u00eb n\u00eb Serbi, me raporte m\u00eb t\u00eb ul\u00ebta n\u00eb Turqi 3.5%; Shqip\u00ebria 2.9%; dhe Kosova 1.6%;.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"wp-image-29882 alignnone size-full\" src=\"https:\/\/new.togetherforlife.org.al\/wp-content\/uploads\/2021\/04\/LCovid2.jpg\" alt=\"\" width=\"596\" height=\"583\" srcset=\"https:\/\/new.togetherforlife.org.al\/wp-content\/uploads\/2021\/04\/LCovid2.jpg 596w, https:\/\/new.togetherforlife.org.al\/wp-content\/uploads\/2021\/04\/LCovid2-480x470.jpg 480w\" sizes=\"(min-width: 0px) and (max-width: 480px) 480px, (min-width: 481px) 596px, 100vw\" \/><\/p>\n<p style=\"text-align: justify;\"><strong><em>Burimi: EUROSTAT<\/em><\/strong><strong>\u00a0<\/strong><\/p>\n<p style=\"text-align: justify;\"><strong>Mungesa e fondeve t\u00eb mjaftueshme p\u00ebr sh\u00ebndet\u00ebsis\u00eb \u00ebsht\u00eb nj\u00eb nga sfidat m\u00eb t\u00eb m\u00ebdha me t\u00eb cilat \u00ebsht\u00eb p\u00ebrballur sistemi sh\u00ebndet\u00ebsor n\u00eb vite<\/strong>. Popullata \u00ebsht\u00eb ende larg p\u00ebrftimit t\u00eb nj\u00eb sh\u00ebrbimi sh\u00ebndet\u00ebsor cil\u00ebsor.<\/p>\n<p style=\"text-align: justify;\">Munges\u00ebn e fondeve p\u00ebr sistemet sh\u00ebndet\u00ebsore e vuajn\u00eb familjet, shpenzimet e drejtp\u00ebrdrejta (nga xhepi) t\u00eb t\u00eb cilave jan\u00eb t\u00eb larta. P\u00ebr Shqip\u00ebrin\u00eb kjo shkon deri n\u00eb 50 p\u00ebr qind, n\u00eb krahasim me 14,9 p\u00ebr qind n\u00eb BE. Shifra k\u00ebto q\u00eb tregojn\u00eb se sa i c\u00ebnuesh\u00ebm \u00ebsht\u00eb sistemi sh\u00ebndet\u00ebsor edhe pa u p\u00ebrballur me sfida t\u00eb jasht\u00ebzakonshme, si\u00e7 \u00ebsht\u00eb rasti i pandemis\u00eb s\u00eb COVID-19.<\/p>\n<p style=\"text-align: justify;\">Nj\u00eb raport i Bank\u00ebs Bot\u00ebrore \u201cNdikimi i COVID-19 n\u00eb sistemet sh\u00ebndet\u00ebsore n\u00eb Ballkanin Per\u00ebndimor\u201d<a name=\"_ftnref5\"><\/a> evidenton se \u201c<em>&#8230;Shpenzimet p\u00ebr frym\u00eb p\u00ebr sistemet sh\u00ebndet\u00ebsore jan\u00eb ndjesh\u00ebm m\u00eb t\u00eb ul\u00ebta se mesatarja e BE-s\u00eb dhe m\u00ebnyra me t\u00eb cil\u00ebn shpenzohen fondet e pakta \u00ebsht\u00eb jo efikase ose jo e harmonizuar me profilin e s\u00ebmundshm\u00ebris\u00eb n\u00eb rajon. Kjo e b\u00ebn k\u00ebt\u00eb rajon t\u00eb cenuesh\u00ebm nga shp\u00ebrthime t\u00eb ardhshme epidemish, sidomos duke pasur parasysh se pacient\u00ebt me s\u00ebmundje jo ngjit\u00ebse jan\u00eb m\u00eb t\u00eb cenuesh\u00ebm.. Qeverit\u00eb e Ballkanit Per\u00ebndimor do t\u00eb duhet edhe t\u00eb sigurojn\u00eb fonde p\u00ebr t\u00eb financuar sistemet sh\u00ebndet\u00ebsore p\u00ebr t\u2019i b\u00ebr\u00eb m\u00eb t\u00eb forta p\u00ebrball\u00eb epidemive n\u00eb t\u00eb ardhmen<\/em>\u201d.<\/p>\n<p style=\"text-align: justify;\">N\u00eb p\u00ebrgjigje t\u00eb pandemis\u00eb Covid-19, autoritetet kan\u00eb nd\u00ebrmarr\u00eb masa shtr\u00ebnguese p\u00ebr kontrollin dhe ngadal\u00ebsimin e p\u00ebrhapjes dhe kan\u00eb shpallur nj\u00eb paket\u00eb fiskale prej 1.4 perqind t\u00eb PBB-s\u00eb p\u00ebr t\u00eb siguruar kujdesin e duhur sh\u00ebndet\u00ebsor dhe mb\u00ebshtetje p\u00ebr familjet dhe bizneset e prekura.<\/p>\n<p style=\"text-align: justify;\"><strong>Qeveria Shqiptare ka vendosur n\u00eb dispozicion p\u00ebrmes Akteve Normative dhe Vendimeve t\u00eb K\u00ebshillit t\u00eb Ministrave, Buxhet shtes\u00eb p\u00ebr sektorin e sh\u00ebndet\u00ebsis\u00eb<\/strong>; Burime zyrtare n\u00eb Ministrin\u00eb e Sh\u00ebndet\u00ebsis\u00eb dhe Mbrojtjes Sociale, raportojn\u00eb se buxheti i planifikuar n\u00eb fillim t\u00eb vitit (2020) p\u00ebr sektorin e sh\u00ebndet\u00ebsis\u00eb \u00ebsht\u00eb 77.6 miliard lek\u00eb , ku nga k\u00ebto : sh\u00ebndet\u00ebsia 52.6 miliard lek\u00eb dhe Mbrojtja Sociale 25 miliard lek\u00eb. Fondi i alokuar shtes\u00eb pas shpalljes s\u00eb gjendjes s\u00eb jasht\u00ebzakonshme \u00ebsht\u00eb 2.5 miliard lek\u00eb.<\/p>\n<p style=\"text-align: justify;\">Lidhur, me nevoj\u00ebn p\u00ebr riorganizimin e fondeve t\u00eb sektorit t\u00eb sh\u00ebndet\u00ebsis\u00eb pas situat\u00ebs s\u00eb krijuar n\u00eb Covid-19, MSHMS raporton se nuk ka pasur nj\u00eb riorganizim t\u00eb ve\u00e7ant\u00eb, pasi nj\u00eb gj\u00eb e till\u00eb nuk ka rezultuar e domosdomshme.<\/p>\n<p style=\"text-align: justify;\">Buxheti p\u00ebr blerjen e materialeve mjek\u00ebsore t\u00eb nevojshme p\u00ebr mbrojtjen e personelit mjek\u00ebsor gjat\u00eb periudh\u00ebs covid-19 deri m\u00eb tani (qershor 2020) ka q\u00ebn\u00eb 346 milion lek\u00eb.<\/p>\n<p style=\"text-align: justify;\">Buxheti p\u00ebr blerjen e pajisjeve dhe medikamenteve t\u00eb nevojshme sh\u00ebndet\u00ebsore p\u00ebr ofrimin e sh\u00ebrbimit p\u00ebr pacient\u00eb e prekur me covid-19 deri m\u00eb tani ( qershor 2020) ka qene 1.8 miliard lek\u00eb.<\/p>\n<p style=\"text-align: justify;\">\u00cbsht\u00eb kryer dezinfektimi i t\u00eb gjitha institucioneve sh\u00ebndet\u00ebsore, n\u00eb t\u00eb gjitha nivelet dhe buxheti i vendosur n\u00eb dispozicion \u00ebsht\u00eb rreth 25 milion lek\u00eb.<\/p>\n<p style=\"text-align: justify;\">Numri i tenderave t\u00eb realizuar nga MSHMS p\u00ebr p\u00ebrballimin e situat\u00ebs COVID dhe shp\u00ebrndarjen e tyre, ka pasur rreth 10 procedura prokurimi q\u00eb jan\u00eb kryer nga MSHMS dhe shp\u00ebrndarja e tyre \u00ebsht\u00eb sipas kushteve p\u00ebr sh\u00ebrbimet e kontraktuara.<\/p>\n<p style=\"text-align: justify;\">Procedura e tenderit p\u00ebr p\u00ebrballimin e situat\u00ebs s\u00eb COVID-19, si dhe\u00a0 p\u00ebr blerjet e dedikuara p\u00ebr Covid-19 ka q\u00ebn\u00eb n\u00eb zbatim t\u00eb Vendimit nr.2013, dat\u00eb 26.2.2020 t\u00eb K\u00ebshillit t\u00eb Ministrave, \u201cP\u00ebr procedura q\u00eb p\u00ebrdoren p\u00ebr lidhjen e kontratave q\u00eb diktohen nga interesa thelb\u00ebsore t\u00eb shtetit\u201d t\u00eb ndryshuar.<\/p>\n<p style=\"text-align: justify;\">Kriz\u00eb sh\u00ebndet\u00ebsore\u00a0 e shkaktuar nga COVID-19, po p\u00ebrball vendin ton\u00eb, ashtu sikur gjith\u00eb bot\u00ebn, me nj\u00eb sfid\u00eb t\u00eb madhe edhe n\u00eb drejtim t\u00eb menaxhimit t\u00eb situat\u00ebs ekonomike. Sistemi sh\u00ebndet\u00ebsor shqiptar ashtu sikurse p\u00ebrshkruhet m\u00eb lart, nuk ka q\u00ebn\u00eb n\u00eb asnj\u00eb vit i mjaftuesh\u00ebm p\u00ebr arritjen e nj\u00eb standardi cil\u00ebsor t\u00eb ofrimit t\u00eb sh\u00ebrbimit.<\/p>\n<p style=\"text-align: justify;\"><strong>Sistemet sh\u00ebndet\u00ebsore i kan\u00eb b\u00ebr\u00eb t\u00eb c\u00ebnueshme gjat\u00eb pandemis\u00eb edhe migrimi dhe mungesat n\u00eb fuqi pun\u00ebtore.<\/strong> Eksodi masiv i mjek\u00ebve dhe infermier\u00ebve n\u00eb Per\u00ebndim, kryesisht n\u00eb Gjermani, \u00ebsht\u00eb nj\u00eb penges\u00eb e madhe n\u00eb luft\u00ebn kund\u00ebr covid-19. P\u00ebr p\u00ebrballimin e situat\u00ebs \u00ebsht\u00eb rikthyer stafi mjek\u00ebsor q\u00eb ka dal\u00eb nga pension, jan\u00eb hapur thirrje p\u00ebr vullnetar\u00eb, si dhe jan\u00eb premtuar shp\u00ebrblime t\u00eb ve\u00e7anta p\u00ebr stafin n\u00eb vij\u00ebn e par\u00eb.<\/p>\n<p style=\"text-align: justify;\">Nj\u00eb studim i shoqat\u00ebs Together for Life n\u00eb vitin 2018, \u201cLargimi i mjek\u00ebve nga Shqip\u00ebria\u201d, evidentoi se nga viti n\u00eb vit kishte nj\u00eb rritje t\u00eb numrit t\u00eb mjek\u00ebve t\u00eb cil\u00ebt k\u00ebrkojn\u00eb certifikat\u00ebn e sjelljes s\u00eb mir\u00eb. Sipas shoqat\u00ebs s\u00eb Mjek\u00ebve Shqiptar\u00eb n\u00eb Gjermani, numri i mjek\u00ebve t\u00eb diplomuar n\u00eb shkollat shqiptare dhe q\u00eb punojn\u00eb n\u00eb Gjermani aktualisht, sipas Dhom\u00ebs Gjermane t\u00eb Mjek\u00ebve \u00ebsht\u00eb 630 (statistika e 31.12.2018).<\/p>\n<p style=\"text-align: justify;\">Si rrjedhoj\u00eb e migrimit masiv dhe faktor\u00ebve t\u00eb tjer\u00eb, Shqip\u00ebria ka norm\u00ebn m\u00eb t\u00eb ul\u00ebt t\u00eb mjek\u00ebve p\u00ebr mbulimin e kujdesit sh\u00ebndet\u00ebsor p\u00ebr popullsin\u00eb, me 1.2 mjek\u00eb p\u00ebr 1000 banor\u00eb.<\/p>\n<p style=\"text-align: justify;\">Nd\u00ebrkoh\u00eb, Instat raporton q\u00eb nga viti 2018 n\u00eb vitin 2019, numri i infermiereve n\u00eb sh\u00ebrbimin par\u00ebsor ka nj\u00eb rritje prej 2,6 %, por nga ana tjet\u00ebr numri i mjek\u00ebve n\u00eb k\u00ebt\u00eb sh\u00ebrbim krahasuar me nj\u00eb vit me par\u00eb ka nj\u00eb ulje prej 1,5 %.<\/p>\n<p style=\"text-align: justify;\">N\u00eb kushtet, kur Shqip\u00ebria vuan munges\u00ebn e personelit mjek\u00ebsor, ka dhe nj\u00eb num\u00ebr t\u00eb kufizuar mjek\u00ebsh q\u00eb sh\u00ebrben n\u00eb sistemin sh\u00ebndet\u00ebsor publik, \u00ebsht\u00eb domosdoshm\u00ebri q\u00eb vendi t\u00eb maksimalizoj\u00eb p\u00ebrpjekjet q\u00eb t\u2019i siguroj\u00eb personelit mjek\u00ebsor pajisjet e nevojshme p\u00ebr t\u00eb b\u00ebr\u00eb pun\u00ebn e tyre t\u00eb sigurt.<\/p>\n<p style=\"text-align: justify;\">Por, sa i takon aft\u00ebsis\u00eb p\u00ebr t\u00eb mbrojtur personelin sh\u00ebndet\u00ebsor, sipas t\u00eb nj\u00ebjtit raport t\u00eb Bank\u00ebs Bot\u00ebrore pes\u00eb vendet e Ballkanit Per\u00ebndimor: Shqip\u00ebria, Bosnja dhe Hercegovina, Kosova, Mali i Zi, Maqedonia e Veriut dhe Serbia, \u201c<em>q\u00ebndrueshm\u00ebria dhe kapaciteti i sistemit sh\u00ebndet\u00ebsor p\u00ebr t\u00eb trajtuar t\u00eb s\u00ebmur\u00ebt dhe p\u00ebr t\u00eb mbrojtur personelin sh\u00ebndet\u00ebsor jan\u00eb identifikuar si fusha t\u00eb dob\u00ebta p\u00ebr t\u00eb pest\u00eb.<\/em><\/p>\n<p style=\"text-align: justify;\">\u201c.<em>.. mungesat afatshkurtra dhe afatmesme n\u00eb pajisje p\u00ebrkthehen n\u00eb k\u00ebrkesa shtes\u00eb dhe risk p\u00ebr mjek\u00ebt dhe personelin tjet\u00ebr sh\u00ebndet\u00ebsor, t\u00eb cil\u00ebt ndodhen n\u00eb nj\u00eb risk m\u00eb t\u00eb lart\u00eb t\u00eb kthehen n\u00eb pacient\u00eb me COVID-19. P\u00ebr personelin sh\u00ebndet\u00ebsor me mund\u00ebsi t\u00eb pamjaftueshme p\u00ebrdorimi t\u00eb pajisjeve mbrojt\u00ebse, kryerja e detyrave t\u00eb p\u00ebrditshme \u00ebsht\u00eb b\u00ebr\u00eb m\u00eb komplekse dhe m\u00eb e rrezikshme\u201d, evidenton raporti.<\/em><\/p>\n<p style=\"text-align: justify;\"><strong>Ekspert\u00ebt nuk p\u00ebrjashtojn\u00eb mund\u00ebsin\u00eb e nj\u00eb vale t\u00eb dyt\u00eb infektimesh masive nga COVID-19,<\/strong> prandaj lind nevoja q\u00eb shtetet t\u00eb p\u00ebrgatiten p\u00ebr t\u00eb gjith\u00eb skenar\u00ebt e mundsh\u00ebm, pasi ende nuk \u00ebsht\u00eb fituar imuniteti i popullat\u00ebs dhe s\u2019ka vaksin\u00eb p\u00ebr virusin. Banka Bot\u00ebrore e konsideron prioritet t\u00eb lart\u00eb q\u00eb t\u00eb merren pajisjet dhe materialet jetike dhe t\u00eb p\u00ebrforcohen protokollet, formimi dhe infrastruktura n\u00eb mb\u00ebshtetje t\u00eb personelit t\u00eb kujdesit sh\u00ebndet\u00ebsor.
