The study focuses on the performance of the National Human Rights Institutions (NCHR) - Ombudsman, the Information and Data Protection Commissioner and the Commissioner for Protection against Discrimination, following the establishment of the Parliamentary Monitoring Mechanism of Independent Institutions in 2017.<\/span><\/p>\n Roli i institucioneve t\u00eb pavarura \u00ebsht\u00eb ky\u00e7 n\u00eb nj\u00eb demokraci funksionale. Institucionet e pavarura n\u00eb fush\u00ebn e t\u00eb drejtave t\u00eb njeriut, s\u00eb bashku me pushtetin ekzekutiv, legjislativin dhe gjyq\u00ebsorin kontribuojn\u00eb p\u00ebr mbik\u00ebqyrjen e zbatimit t\u00eb legjislacionit n\u00eb fush\u00ebn e t\u00eb drejtave t\u00eb njeriut nga t\u00eb gjitha institucionet publike dhe jopublike.<\/span><\/p>\n The purpose of establishing the Parliamentary Monitoring Mechanism is the inter-institutional cooperation between the Parliament of Albania, the government and independent institutions, to provide solutions to the problems encountered in the implementation of the recommendations of independent institutions, increasing the accountability of executive institutions and public administration as well as strengthening the parliamentary control of the Assembly in this process.<\/span><\/p>\n For the Commissioner for Protection from Discrimination, Mr. Robert Gajda, participant in the Conference organized by TFL, \u201cwith the establishment of the mechanism there are positive signals from central institutions which resolve issues in favor of the citizen from the investigation stage, without forcing decision-making. The Commissioner. \"<\/span><\/p>\n \"While the approach of the institutions has improved for the decisions of the Commissioner, said Commissioner Gajda, for the recommendations issued by the Office of the Commissioner for certain issues that affect a wide group of individuals, the institutions still have the same approach.\"<\/span><\/p>\n The Information and Data Protection Commissioner , Mr. Besnik Dervishi, praised the contribution over the years that \u2018Together for Life\u2019 gives in strengthening democracy in the country and especially in supporting the vulnerable. \"In our opinion, it is one of the most active and effective organizations in this field\", said Mr. Dervishi. Referring to the role of Parliament in supporting independent institutions, Commissioner Dervishi stressed that the Monitoring Mechanism of Independent Institutions is a very important instrument in the first place in the hands of the citizen.<\/span><\/p>\n Deputy Commissioner of the People's Advocate, Mr. Erind Pirani, stressed that 'given the level of implementation of recommendations by public institutions, we think that there is a need for improvements by the Mechanism in terms of communication and cooperation with other institutions, which do not respond, or that refuse to implement the recommendations of the Ombudsman '.<\/span><\/p>\n Referring to the Study Report presented at the Conference \"Role of the Parliamentary Mechanism in Strengthening Independent Institutions\", the Director of the Monitoring Service of Institutions Reporting and Informing the Assembly, stressed that this report comes at the right time, as the Assembly is currently in the process of drafting a dedicated decision on the inter-institutional platform \u201d.<\/span><\/p>\n \"These two years, special attention has been paid to the increase of parliamentary control, which is addressed not only to the Government and its units, but also to independent institutions, where the latter are not seen by the Assembly as entities on which exercises control, but as partners in the control that the Assembly exercises over the Government. \u201d<\/span><\/p>\n The Conference was also attended by representatives of other independent institutions, representatives of civil society, interest groups, media representatives, etc.<\/span><\/p>\n The study notes that in general the decision-making of independent institutions accepted and implemented by central institutions has increased, but the high number of recommendations rejected by them continues to be problematic.
